机构介绍：FCA(Financial Conduct Authority)是英国金融行为监管局，成立于2013年4月1日，总部在英国伦敦。其前身为英国金融服务管理局（FSA)。它从FSA继承了对英国金融市场行为的监管职责和与之相关的审慎职责，目前负责英国56,000多家金融服务公司和金融市场的行为监管，同时负责其中18,000多家的审慎监管。
它是一个通过向受监管公司收取费用而运转的独立公共机构，不属于英格兰银行，对英国财政部负责，对英国金融体系和议会负责。
FCA的工作和目标是由2000年英国金融服务与市场法（FSMA）制定的。FCA与消费者群体，贸易协会，专业机构，国内监管局，欧盟议员以及众多相关部门共同协作工作。因此，FCA会用一种适当的方式来进行管理，优先考虑处理那些给金融市场带来更高风险的地区和公司。
机构职能：监管与英国民众生活紧密相关的重要金融部门，从儿童抚恤金，直接借记，信用卡，贷款到投资等领域。金融市场是否正常运转，对我们每一个民众都有根本性的影响。
FCA的目标是为个人，大中小企业和经济体营造一个良好的金融市场秩序。维持金融市场的诚信，公平和高效以确保消费者的公平交易。

FSA与PRA
FSA(Financial Service Authority)是英国金融服务管理局，统一监管英国金融市场，行使法定职责，直接向英国财政部负责。FSA与英格兰银行（BOE）同隶属财政部，FSA负责金融事业管理，而BOE主要任务维持金融稳定。英国是目前世界上金融服务最完善、最健全的国家，并且通过金融服务监管局（FSA）对所有在其境内注册的金融服务机构进行严格的监管。2013年4月1日，英国金融服务管理局(FSA）被英国金融行为监管局(FCA)和英国审慎金融监管局(PRA）两个平行的监管机构所代替，FCA负责英国金融市场行为的监管和与之相关的审慎监管；PRA负责英国的审慎管理。
PRA（Prudential Regulation Authority）是英国审慎管理局，目前PRA大概监管1,500家金融企业。它是根据金融服务法案（2012）成立，从属英格兰银行的监管机构。PRA负责审慎监管，监管银行、建房互助协会、信用社、保险公司和主要投资公司。
