美国对杠杆式外汇的定义：场外外汇交易具有高风险投资，并不一定适合所有的客户。
目前美国就只有两家交易商具有零售外汇资质，分别是Oanda安达和Gain Capital 嘉盛。

机构介绍：美国全国期货协会是监管美国衍生品行业的非商业独立监管机构，属盈利性会员制组织，监管范围包括期货交易，零售外汇，场外衍生品。NFA成立四十多年来，坚持维护期货市场的道德规范，和谐统一，保护投资者利益，监督成员遵守监管职责。
NFA的主要职能在于为使NFA成员严格遵守联邦法律及CFTC制定的规则，实施严格管理。NFA也有自身的规则，用来监督经纪商对交易员和投资商的行为规范，使交易员和投资商免受欺骗。

(4) 审核和监督会员必须符合NFA的财务要求；

（4）强制性会员资格
强制性会员资格是NFA监管结构的基石，并使整个行业的自我监管成为可能。
（5）资金来源
NFA的主要资金来源是会费，以及由衍生品市场成员和用户支付的评估费。
（6）联合审计委员会
NFA是联合审计委员会（JAC）的成员，该委员会是一家自愿合作组织，由许多衍生品交易所和NFA组成。

第一、申请要求
1. RFEDs零售外汇交易商申请要求
（1）指定一名安全管理人员，以获得NFA在线注册系统（ORS）的安全访问权。
（2）填写在线Form 7-R表格
（3）满足RFED申请人合规要求
（4）填写在线年度调查表
（5）支付不可退还的500美元申请费
（6）支付不可退还的RFED会费
PS: 所有注册的零售外汇交易商必须是NFA会员
2. FDM外汇交易商申请要求
（1）按要求准备会计记录，提供公司所有财务活动内容。财务报表必须符合美国公认的会计准则。
（2）调整后净资本额必须大于FDM的最低净资本要求。
计算公式：调整后净资本额= 流动资产 – 负债 – 资本支出
（3）净资本要求。每个FDM必须保持“调整后净资本额”等于或大于2000万美金，IB申请人最低净资本要求为5000美金。超出净资本要求，FCM和RFED必须进行早期预警。
（4）提交财务报告。FDM必须定期向NFA和CFTC递交财务报告。
（5）风险管理计划。FDM必须向其高级管理层和管理机构提供季度风险报告，当检测到风险发生实质性变化时，需要提交临时风险报告。
（6）风险评估报告。FDM必须通过 WinJammer™提交年度风险评估报告电子版，包括公司的组织结构图、财务和经营政策、程序和体系，以及子公司的财政年度财务报表。发生变化时，FDM必须在财政季度末60日内报告公司组织结构图和/或财务和经营政策和程序的重大变更。
（7）首席合规官。FDM必须指定一名首席合规官，并确保其为负责人。首席合规官必须编制年度报告，并将报告提交给公司的高级管理层或董事会。此外，该报告必须在FDM财政年度结束后90日内以电子形式提交给CFTC。
（8）实体办公室要求
所有FDM必须在美国大陆、阿拉斯加州、夏威夷州或波多黎各设立办公室，在该办公室已登记负责人和相关人员的监督下，编制和维护CFTC和/或NFA要求的财务和其他记录和报告。
第二、申请流程
（1）登录NFA网站http://www.nfa.futures.org/。在主页，找到“Online Registration”网上注册，在标签中间，找到“Login to ORS”登录ORS。
（2）登录到“Begin Enrollment Process”开始注册流程页面，点击“enrollment form”注册表格链接。
（3）进去后，选择组织类型。然后点击“Continue”继续按钮
（4）接着，输入“Full Name”全名等信息。然后填写公司安全管理人员的信息。NFA建议指定两名人员为安全管理员。
（5）然后输入公司地址信息，选择身份核实信息，可用于以后重置密码。
（6）最后，选择提交。
（7）几天后，安全管理员会收到NFA的注册批准信。信上会写明NFA分配的ID号，以及用户名以及临时密码。
（8）完成注册后，就要开始真正登记了。
