两党基础设施协议的文本敲定 本周有望表决该法案
据悉，美国参议院敲定了两党基础设施协议的文本。参议院多数党领袖舒默称，该院将做好“在几天内”就这一两党法案进行投票的准备。但美国共和党参议员Graham新冠检测阳性，或影响基建法案投票。
据美国财政部，截至7月30日，现金余额降至4590亿美元。美国财政部估计2021年下半年将借入1.4万亿美元，预计7月-9月期间将净发行债券6730亿美元，比5月份的预估低1480亿美元。
7月财新中国制造业PMI降至50.3 为2020年5月以来最低
7月中国制造业继续扩张，但扩张势头进一步放缓。周一公布的2021年7月财新中国制造业PMI（采购经理指数）下降1百分点至50.3，为2020年5月以来最低。
股市方面，周一美股三大股指涨跌不一。截至收盘，道指收跌0.28%，报34837.77点；标普500指数收跌0.19%，报4387.10点；纳指收涨0.06%，报14681.1点。
新能源汽车股是当天少有的交易亮点。受较好交付数据的提振，中概股的小鹏汽车上涨近7%、蔚来汽车涨幅超过2%，理想汽车上涨约0.9%。投资者也由此看好特斯拉的7月交付数据，特斯拉股价当天上涨3.3%。
A股三大指数今日集体小幅收跌，其中沪指下跌0.47%，收报3447.99点；深证成指下跌0.41%，收报14736.92点；创业板指下跌0.46%，收报3477.23点。两市成交额达到1.41万亿元。行业板块涨跌互现，医药板块大涨，有色金属与国产芯片板块重挫。北向资金今日净买入17.99亿元。
短期冲击之后，预期引导与市场沟通更显弥足珍贵。中国资本市场对外双向开放的步子越迈越大，在享受共赢成果之余，投资者结构也更加复杂化、市场监管难度也在上升。双向开放的长期趋势不变，如何有效地引导投资者预期、疏通市场沟通的渠道，则显得尤为重要
恒生指数探底回升收跌0.16%，恒生科技指数跌1.47%。游戏股大跌，网易跌7.77%，腾讯控股跌6.11%，哔哩哔哩跌3.44%；芯片股跌幅居前，中芯国际跌近6%，华虹半导体跌超5%。CRO概念股、重型机械股涨幅居前。
港股市场可以用否极泰来，或者叫黎明前的黑暗来形容，我认为现在是非常好的投资机会，“黄金坑”砸得很深很大，不仅是像一些互联网行业，连恒生科技指数的相关股票也受到影响，包括港股物业、消费、中概股，我认为目前是一个非常难得的投资机会，我们应该在“黄金坑”里寻找更加优质的金子。
