“在这个角度来说,数字人民币和非银行支付机构不是一个维度的东西,不会是竞争和取代的关系。网商银行联合支付宝和微众银行联合腾讯都是前期已经确定的运营机构。其中微众银行和网商银行提供数字人民币兑换流通服务,微信支付、支付宝继续承担作为一个钱包的金融基础设施职能,参与数字人民币流通的过程”,穆长春介绍道。
此外,穆长春表示,数字人民币是双层运营架构,从一开始就不是人民银行对公众直接提供兑换流通服务,而是由二层指定运营机构提供兑换流通服务,全社会共同参与、公、私部门共同参与、社会各界力量共同参与的一个过程。
“铜钱无脚走千家,货币的流通过程需要全社会共同来实现。当然非银行支付机构依然会在这一过程中找到自己的角色,来为数字人民币的兑换和流通做出相应的贡献”,他说。
