
近来,人民币对美元的汇率持续走高,甚至突破6.40关口,达到自2018年6月以来的新高,由此市场上弥漫着人民币对美元汇率短期走势的乐观预测。对此,中国经济时报约请长期耕耘于宏观经济领域的专家,针对市场上关心的问题:人民币汇率缘何走高、是否存在持续上涨的可能、汇率管理当局如何应对等展开讨论。
美元指数(90.0671, 0.0912, 0.10%)回落等原因导致人民币汇率抬升
中国经济时报:进入二季度以来,人民币对美元汇率出现显著升值,6月1日,人民币对美元汇率中间价达到6.3572,这是自2018年6月以来的阶段性高点。请问人民币汇率近来走高的因素主要有哪些?
连平:进入2021年4月,人民币开始一轮升值,美元指数下行是重要原因之一。2020年二季度以来,受疫情影响加上政府应对不力,美国经济迅速步入衰退。为刺激经济,美国推出了空前规模的财政刺激政策和极度宽松的货币政策。美国联邦基金目标利率水平持续处在0—0.25%的历史低位,美联储资产负债表大幅扩张,截至5月26日,美联储总资产达到7.95万亿美元。美元流动性持续泛滥并向全球溢出,给美元带来很大的贬值压力,全球市场美元贬值预期日盛一日。
自2020年5月以来,美元指数已经持续大幅回落,从100点左右持续降至约90点。2020年10—11月有一波小幅反弹,2021年1月触底后又有过一波反弹至2021年3月底。2021年4月以来的美元贬值只是去年5月以来美元贬值趋势中的一个阶段,并不存在突然性,基本在市场的预期中。鉴于大宗商品大都以美元标价,近期大宗商品价格上涨又对美元指数下行推了一把,而去年二季度以来大宗商品价格上涨对美元指数的压力已经持续存在。
与美元指数变化态势相对应的是,自2020年5月以来,中国经济快速恢复、国际收支尤其是贸易顺差逐步扩大和货币政策保持稳健基调等因素的影响,人民币汇率持续升值。自2020年5月28日阶段性高点的7.16至2021年5月28日的6.37,人民币对美元已累计升值达11%。期间,人民币对美元于2020年2月至4月期间有过一次阶段性贬值,幅度约为2.1%。从总体上看,最近人民币对美元升值是去年以来趋势的延续。这一年来,美元指数于2020年9月至11月、2021年1月至3月有过两轮反弹过程,但美元对人民币离岸和在岸汇率基本没有像样的反弹。相比较而言,2021年以来美元指数下行的变动幅度要明显小于美元对人民币贬值的幅度。年初至今,美元指数先升后降,由年初的89.8升至一季度末的93.27,又快速下跌至5月末的90左右,波动变化很大,但数值变化幅度不大;美元对人民币汇率走势与美元指数相同,先是由年初的6.46贬值至4月初的阶段性高点6.57,随后升值至5月末的6.37附近,波动幅度和数值都出现了较大变化。
人民币对美元汇率虽然受到美元指数变化的影响,但决定两者汇率的基本因素或者决定因素仍是中美两国经济基本面。
唐建伟:事实上,人民币汇率升值与贬值因素同时存在,预计双向波动特征进一步强化,人民币汇率升值的原因主要有如下原因。
一是中国经济复苏最确定,全年仍将是全球增长最快的经济体,国际货币基金组织最新预测中国2021年GDP增速在8.1%。二是中美利差仍将维持在较高水平。中国货币政策虽不会转向收紧,但肯定不会再加码宽松,而美联储年内或将维持宽松立场。三是美元指数难有明显上升走势。虽然美国经济复苏及通胀预期或将阶段性推高美债收益率,但美国天量货币投放和创历史新高的债务压力仍将使美元指数承压。四是中美关系虽难有实质性改善,但中美经贸领域的摩擦在短期内继续恶化的概率较小。
张明:第二季度人民币对美元汇率的显著升值,主要原因包括美元指数显著回调、短期证券投资资金大量涌入、贸易顺差持续处于高位等。
一是美元指数自身显著回调是人民币对美元汇率升值的主要原因。2021年3月31日至5月27日,美元指数由93.23下降至89.97,贬值了3.5%。同期内人民币对美元汇率升值幅度低于美元指数贬值幅度,这说明美元指数贬值是人民币对美元汇率升值的最重要原因。2021年3月31日至5月21日,欧元(1.2180, -0.0010, -0.08%)、英镑(1.4154, -0.0026, -0.18%)、日元对美元汇率分别升值了3.7%、2.6%与1.5%。同期内人民币对美元汇率升值了2.2%,升值幅度显著低于欧元与英镑。美元指数回落的原因则在于:首先是美国长期国债利率的回调。2021年3月31日至5月27日,10年期美国国债收益率由1.74%下降至1.61%。其次是全球范围内不确定性的回落。用现价GDP加权的全球经济政策不确定性指数由2021年3月的212.85下降至4月的197.26,降幅达到7.3%。
二是短期证券投资基金涌入,尤其是北上资金大量流入中国A股市场。2021年4月1日至5月27日,北上资金净流入A股市场规模达到1037亿元,超过了2021年第一季度的999亿元,也接近2020年全年累计净流入的一半。由于中国A股市场的核心资产主要是蓝筹龙头股,在今年春节之后下跌了约三分之一。在外国机构投资者看来,A股市场核心资产的吸引力较全球其他股票市场而言显著上升,这是北上资金大举流入的重要原因。而短期证券投资资金的流入自然也会推动人民币对美元汇率升值。
三是由于新冠肺炎疫情冲击的错位,导致全球疫情暴发后中国企业在全球产业链上的重要性短期内不降反升,由此导致中国货物贸易顺差显著上升,这也是人民币对美元汇率升值的主要原因。2019年四个季度,中国货物贸易顺差分别为759亿、1065亿、1191亿、1281亿美元,合计4296亿美元。2020年四个季度,该指标分别为125亿、1547亿、1583亿与2120亿美元,合计5345亿美元。2021年第一季度,该指标为1171亿美元,显著高于疫情前的2019年第一季度。2021年4月,中国货物贸易顺差达到429亿美元,显著高于2021年第一季度月度均值。
人民币汇率维持相对强势地位但不会持续升值
中国经济时报:人民币汇率是否会就此一路上行?
连平:自2017年至2020年,人民币对美元汇率曾有过多次较大幅度的双向波动,运行区间在6.0—7.2。影响这一时期汇率区间大幅波动的主要因素包括中美经济增长水平差异、国际收支状况、中美利差、中美博弈趋势以及美元指数走势等。其中中美博弈态势一度决定了汇率区间方向性波动及其幅度。随着美国新政府上台,中美在经贸领域的博弈相对缓和,对汇率的影响趋于淡化,而中美经济增长水平差异、国际收支状况以及中美利差变化等经济层面的影响则加大。
未来一个时期,中国经济增长将保持中高速水平、国际收支仍将出现双顺差、中国利率水平仍将高于美国等一系列因素,决定了人民币汇率仍维持相对强势地位。但一系列因素或变量仍有可能推动美元阶段性升值和人民币阶段性贬值,从而形成双向波动的格局,人民币汇率难以走出一马平川的升值态势。
美国新政府正在筹划和推动新一轮财政刺激计划,计划近期推出6万亿美元的财政刺激方案。尽管这一计划落实会有一系列困难,但对美国经济未来的乐观预期和部分举措落地之后带来的实际效应,有可能成为美元阶段性走强的动力之一。
随着全球大宗商品价格持续走高并在高位波动,美国通胀水平明显上升。通常美国货币政策在应对物价上涨方面会有一个滞后期,但货币政策收紧迟早会来。尽管美联储近期并没明确表态加息,但已经显现出对未来通胀发展的些许担忧。2021年下半年,美联储加息的预期将卷土重来,甚至会一波强于一波,年底和明年初将会显现出加息的政策窗口。近一年来,中美利差已持续收窄。2020年11月20日,中美10年期国债收益率差到达2.48%顶点;截至2021年5月28日已降至1.4%。一旦美国加息,而我国大概率不会迅速跟进,中美利差就会进一步收窄,甚至可能会出现阶段性的反向利差。中美之间利差格局的变化及伴随而来的美元流动性收紧,必将给美元走强带来不小的推动。
由于欧元在美元指数构成中约占到60%的重要比重,通常欧元的变化会对美元指数产生不小的影响。当前和未来一个时期,美国经济的多方面表现将优于欧元区,后者的经济复苏和疫情改善程度则弱于美国,从而可能形成阶段性由于欧元走弱带来美元指数走强。
当前和未来一个阶段,大宗商品价格将在高位波动,之后趋稳并有可能逐步下行,从而有利于减缓美元贬值压力。迄今为止,美元和美国国债市场仍是全球重要的避险港湾。全球地缘政治等因素带来的风险会造成国际避险资金青睐美元债券,从而阶段性推高美元需求。
2021年下半年至2022年上半年,可能存在一系列对美元走强的有利因素。尤其是当这些因素同时出现而产生共振效应时,美元阶段性走强的概率就很大,美元升值的幅度也可能会大一些。尽管中国经济的基本面决定了人民币汇率中长期将以基本稳定为主,但短中期内人民币对美元汇率仍有可能出现一定区间的双向波动。
那种认为人民币汇率就此持续大幅升值是不切合实际的。当前和未来一个时期,人民币仍将在合理均衡水平上,伴随着供求关系双向波动、弹性增大、小幅升值的可能性较大。
唐建伟:虽然人民币汇率最近持续走高,但不会走出单边上涨趋势,国内外的经济情况也存在对人民币汇率走低的压力。
一是中国经济2021年将是一个前高后低的走势,而美国和全球可能是前低后高,下半年中美经济增速之差缩小或使人民币汇率承压。二是年内美元指数阶段性走强概率较高。今年一季度美债收益率走高推动美元指数出现阶段性升值,下半年美国经济如果强劲复苏也可能再次导致美元走强。三是中美关系演变仍有较大不确定性。中美博弈的方式可能有变,但美国遏制中国崛起的中长期战略取向并不会改变。四是中国外汇管理部门虽然放弃对外汇市场的常态化干预,但仍会通过一些政策工具引导市场预期,促成人民币汇率的双向波动特征。
由于2021年人民币汇率升值与贬值的因素同时存在,预计人民币汇率难有趋势性升值或贬值行情,2021年内美元对人民币汇率升破6或贬破7的概率都很小。预计2021年人民币汇率仍将保持双向波动特征,延续稳中略升的趋势,预计维持在6.3—6.7的波动区间,全年汇率升值幅度预计将明显小于2020年。
张明:人民币单边上涨的趋势不可持续,导致第二季度人民币汇率升值的原因都可能发生变化。
首先,从美元指数来看,继续今年二季度快速回调的概率很低。毕竟,根据国际货币基金组织的预测,2021年美国经济增速可能达到6.0%以上。随着产出缺口继续缩小,以及美国政府又推出6万亿美元的财政刺激计划,因此2021年下半年美国经济增速有望高于上半年。此外,近期美国通货膨胀率显著抬头。2021年4月核心CPI同比增速由3月的1.6%跳升至3.0%。近期美联储部分官员已经显著改变其之前温和的鸽派言论,开始转为讨论量化缩减的可能性。
今年美元指数有望在87—94的区间盘整,中枢水平约在90—91。2021年下半年美元指数可能前低后高。到2021年第四季度,随着美国经济季度增速达到阶段性新高,随着美国长期利率的再度上升,美元指数有望显著反弹。
其次,不要对北上资金将会持续流入A股市场过于乐观。从最近几年北上资金的流动来看,其波动性并不亚于国内资金进出A股的波动性。在特定时期,北上资金大规模撤出正是导致A股市场显著波动的重要驱动因素。迄今为止,北上资金的表现其实并不像长期价值投资者,更像擅长短期波段操作的投资者。今年春节后,北上资金大量抛售蓝筹龙头股的做法就是明证。因此,一旦近期A股核心资产价格显著上升,例如回升20%—30%后,北上资金可能再度由大规模流入转为显著抛售。不要认为北上资金将会持续流入,更不要认为短期证券投资流动可以推动人民币对美元汇率持续升值。
再次,随着全球疫情到达拐点,中国货物贸易顺差逐渐收缩将是大概率事件。2020年,中国出口的强劲表现源于全球疫情暴发、疫情冲击错位与下半年全球需求复苏三个原因的叠加。2021年上半年,印度、巴西等新兴市场大国疫情的反弹再度延续了疫情冲击错位对中国出口企业造成的短暂红利。但随着疫苗注射的加快以及疫情防控的强化,新兴市场国家将会加快复工复产,由此将会造成中国出口不可替代性的下降。这意味着2021年后几个季度,中国出口增速与贸易顺差将会双双逐渐走弱。随着全球服务贸易的恢复,中国的服务贸易逆差也将再度扩大,因此经常账户顺差对人民币汇率的支撑将会逐渐减弱。
预计今年人民币对美元汇率将在6.2—6.7的范围内波动,具体到今年下半年,考虑到美元指数可能前低后高,人民币对美元汇率可能呈现出前高后低的走势。
保持人民币汇率基本稳定有利于经济基本面
中国经济时报:如何看待汇率管理当局的汇率政策?
连平:近期,央行强调了继续实施以市场供求关系为基础、参考一篮子货币的有管理的浮动汇率制度。国务院金融委表态,要保持人民币汇率在合理均衡水平上基本稳定。这已经为未来一个时期的汇率政策定了基调。汇率和其他金融变量一样,很容易发生超调。汇率属于十分敏感的国际经济变量,牵动着利益攸关国家的政策中枢,大国的货币汇率更是如此。因此,汇率制度和政策的选择要统筹考量、审慎选择和综合平衡。
未来我国应继续在汇率基本稳定、资本流动平衡和货币政策独立与三者之间寻找利大于弊的运作格局。长期来看,人民币汇率机制改革应坚定不移地坚持市场化方向,不断增强市场力量在人民币汇率形成机制中的作用。尽管如此,汇率机制仍不能放弃有管理的性质。随着市场化改革发展,我国已基本退出了常态化的市场干预。但未来根据需要,仍有必要对市场汇率进行间接管理,包括运用货币政策工具调节市场供求关系和市场交易成本,影响舆论和市场预期等。当市场出现大幅震荡并对经济带来明显负面效应时,不应低估货币当局维护外汇市场平稳运行的决心和能力。外汇存款准备金率的上调表明央行已经出手了。
张明:从近期央行、外管局官员的表态来看,中国政府认为当前人民币对美元汇率基本上处于均衡水平附近。如果汇率继续在均衡水平附近双向波动,则央行不会干预汇率。
但如果汇率出现过快的升值或贬值,尤其是这种升值与贬值持续性较强的话,那么不排除央行通过多种措施进行干预,例如通过外汇储备操作来影响公开市场、对资本流动管理政策进行调整、重启逆周期因子等。央行目前不会通过汇率升值或汇率贬值去实现特定政策目标,而更愿意让汇率在当前水平上双向波动。

Speaking a little earlier on BBC's Sunday with Laura Kuenssberg programme, Jason Oppenheim, a real estate agent in Los Angeles, says some landlords are breaking the law by raising rents more than 10% high than pre-disaster prices.
"We're having landlords taking advantage of the situation," says Oppenheim, who stars in the reality show Selling Sunset about LA's luxury real estate market.

"There are price gouging laws in California, they are just being ignored right now...it's illegal to take advantage of a natural disaster."

“The chance was really low – I didn’t have the feeling that we have a big chance on the flash.”

Even though 200,000 vaccines, donated by the European Commission, were flown into the capital, Kinshasa, last week, they are yet to be transported across this vast country - and it could be several weeks before they reach South Kivu.
“We've learned from social media that the vaccine is already available,” Emmanuel Fikiri, a nurse working at the clinic that has been turned into a specialist centre to tackle the virus, told the BBC.
He said this was the first time he had treated patients with mpox and every day he feared catching it and passing it on to his own children - aged seven, five and one.
“You saw how I touched the patients because that's my job as a nurse. So, we're asking the government to help us by first giving us the vaccines.”
The reason it will take time to transport the vaccines is that they need to be stored at a precise temperature - below freezing - to maintain their potency, plus they need to be sent to rural areas of South Kivu, like Kamituga, Kavumu and Lwiro, where the outbreak is rife.
The lack of infrastructure and bad roads mean that helicopters could possibly be used to drop some of the vaccines, which will further drive up costs in a country that is already struggling financially.
At the community clinic, Dr Pacifique Karanzo appeared fatigued and downbeat having been rushed off his feet all morning.
Although he wore a face shield, I could see the sweat running down his face. He said he was saddened to see patients sharing beds.
“You will even see that the patients are sleeping on the floor,” he told me, clearly exasperated.
“The only support we have already had is a little medicine for the patients and water. As far as other challenges are concerned, there's still no staff motivation.”
