美国当地时间6月2日，美联储发布的“褐皮书”显示，4月初至5月底，美国经济活动以更快速度温和扩张。提高疫苗接种率和放松疫情管控措施对部分辖区经济产生了积极影响。此外，“褐皮书”指出，美国通胀压力进一步增加。
面对通胀预期的攀升，美联储依旧“纹丝不动”。尽管部分美联储官员表示在未来几个月可以考虑讨论缩减购债规模，但是短期内美联储并无加息计划。
与此同时，美国总统拜登提出高达6万亿美元的2022财年联邦全面预算方案（以下简称“预算方案”）。预算方案的重心落在基础设施、制造业、教育、医疗等领域。
为了弥补高额财政支出而带来的财政赤字，拜登政府提出通过对企业和富人加大征税的方式，增加政府收入，均摊这笔高额财政支出。然而，中国人民大学重阳金融研究院研究员、合作研究部主任刘英在接受21世纪经济报道记者采访时表示，拜登的加税计划前景迷雾重重，将面临两党的反对。她强调，这一预算方案或将加剧美国的通胀压力。
美联储短期内难改货币政策
美联储“褐皮书”是根据美联储下属12家地区储备银行的最新调查结果编制而成。“褐皮书”指出，企业正面临成本上升的问题，尤其是运营所需的投入产品采购成本上升。与此同时，企业正在提供更高的工资和其他激励措施，以让员工重返工作岗位。
“褐皮书”显示，美国就业市场相对稳定，但劳动力短缺继续制约就业市场持续复苏，尤其是低薪岗位、熟练工种等职位缺乏合格劳动力。预计未来数月，美国就业市场增长将继续受到劳动力短缺限制。
根据美国劳工部的数据，美国全国失业率为6.1%，劳动力市场正处于对劳动力需求强劲的十字路口，仍有800多万个工作岗位空缺，但是仍有980万工人处于观望状态，劳动力供应仍是个问题。
“褐皮书”还指出，美国通胀压力进一步增加。供应链中断导致投入成本迅速上升，建筑业和制造业原材料价格明显上涨，销售价格也温和上涨。各辖区普遍预计，未来几个月成本和销售价格可能继续上扬。
但是，美联储近期一直在淡化通胀的担忧，称他们预计当前的价格压力将在未来几个月内消散。他们将当前通胀率远高于2%的目标归因于临时的供应链中断和短缺，以及基数效应。
Pantheon Macroeconomics首席经济学家Ian Shepherdson表示，“大多数美联储官员，尤其是美联储理事，将坚持这样的立场——由于存在‘瓶颈’，预计通胀压力将是‘暂时的’。”
美联储理事Lael Brainard于1日表示，“虽然保持警惕是必要的，但目前为止通胀和就业数据似乎反映了暂时的供需失调。但是，随着经济重启完成、供应链适应新冠病毒大流行之后的“新常态”，通胀压力将会消散。”
Brainard补充称，在包容性就业增长方面，目前美国就业市场离美联储的目标已经很远，因此当前美联储保持货币政策稳定是最好的选择。
Brainard强调，“虽然近期展望通胀水平有所上升，但我对通胀在经济重开阶段之后会向其基本趋势回落的预期仍大体保持不变。”
费城联储主席Patrick Harker则持不同的态度。Harker于2日表示，美联储至少应该考虑缩减每月1200亿美元资产购买的规模。
Harker指出，“随着经济回升，以及如此多的财政支持和货币宽松政策，通胀上升的风险有所上升。”
Harker强调，“在美联储，我们计划将联邦基金利率长期保持在低水平，但现在可能是时候至少考虑一下减少每月购买1200亿美元的国债和抵押贷款支持证券。”
美联储副主席Randal Quarles于5月25日也表示，如果美国经济继续保持强劲复苏，美联储就应该在未来几个月的会议上开始讨论减少资产购买的规模。
刘英对记者表示，随着美国疫苗接种进程的不断推进，美国服务业的全面放开指日可待，届时美国的债务和通胀压力将会进一步加剧。“美联储不断安抚市场，缓解压力。”
拜登提出6万亿美元预算方案
面对快速复苏的美国经济，拜登并不满足。当地时间5月28日，美国白宫行政管理和预算局正式公布了2022财年联邦全面预算方案。作为拜登就任美国总统以来推出的第一份预算案，这份总额高达6万亿美元的预算案预计将从今年10月1日开始投入使用，至2022年9月30日结束。
统计数据显示，拜登预算案中的财政支出计划，比新冠疫情暴发前美国实际政府开支水平整整提高了约35%。这是自二战以后，美国联邦政府为支持国民经济建设而持续输出的最高规模。
根据预算案具体内容，拜登政府此次将财政预算的重点，聚焦于建设基础设施、巩固民生和提升公共服务三大方面，大力发展教育、医疗卫生和环境保护。
拜登政府预计将在未来的一年时间内，支出超4万亿美元用于基础设施建设。其中，预计将投资170亿美元改善基础设施，用于维修道路、桥梁和机场，以及互联网基础设施建设，具体包括拨款支持全国的铅水管更换升级，以及互联网高速宽带的进一步扩展研发。同时，拜登政府计划增加对教育、儿童福利、医疗保健等民生方面的投入，预计将拨款35亿美元发展美国学前教育，投资88亿美元支持家庭直接支出项目。在对外交、民主和难民的再投资方面，拜登政府计划将提高63亿美元的相关项目预算。
此外，拜登政府计划支出10亿美元，用以支持阻止新冠肺炎病毒传播的一系列研究和治理活动。
白宫新闻发言人普萨基表示，拜登预算案优先支持《美国就业计划》、《美国家庭计划》。“拜登政府的工作计划重心是尽力控制新冠疫情，让民众早日重返工作岗位。”
刘英在接受21世纪经济报道记者采访时表示，拜登预算案主要目的是为了挽救疫情给美国带来的一系列经济、金融和社会危机，刺激经济，恢复美国的国际影响力。
然而，拜登预算案中高额的财政支出计划，引发了对美国即将承受的债务压力的担忧。根据预算方案的预计，美国政府2022财年的赤字将为1.84万亿美元，2023财年赤字将为1.372万亿美元，预计未来10年赤字将达到14.531万亿美元。
为了降低财政赤字，拜登计划向美国最富裕人群加征个人所得税和资本利得税，同时将企业税税率从21%提高至28%。税收变化还将包括一系列“美国制造”的税收改革，这些改革是为了惩罚在海外生产、制造的美国公司，特别是将生产后的产品卖回美国消费者的公司。
白宫表示，这些税改可以为拜登数万亿美元的支出计划提供资金。
刘英对记者指出，拜登政府此举主要是为了填补预算案导致的财政收入和支出的巨大缺口，填补财政赤字，拜登政府希望能通过政府干预的手段更多地参与国民经济治理和建设。
然而，刘英认为，平衡财政收支这一目标将会很难完成。“这一政策的通过的概率很低。在经济还未彻底复苏的情况下提出给企业和富人加税，将会遭到很多人的质疑和反对。”
刘英向记者表示，拜登的税收改革难以实现，主要三个原因决定：第一，国会共和党人强烈反对加税政策，他们认为不应通过增收富人税来填补财政赤字的漏洞。第二，这项政策也难以获取民主党内人士的认可和支持，因为民主党也代表了大企业的利益，党内阻力较大。第三，发展中国家和新经济市场不会同意这一举措，因为美国政府统一税率的目的是为了吸引更多的资金和产业供应链落地美国。
天价支出或将美国掉入通胀深渊
不少经济学家指出，大规模的资金流动和政府过度的财政支出，会带来经济过热和通胀等负面影响。
刘英向记者强调，预算方案会导致通胀压力持续增加，且最终或将失控。“通胀加剧将使美联储加息，那么经济复苏的脚步会停滞不前。加息无疑是给刚刚复苏的美国经济踩下一脚急刹车。”
刘英补充道，“拜登预算方案的财政支出和美联储的货币政策都是强刺激，一旦经济过热，通胀将严重加剧。”
美国前财政部长Larry Summers警告称，如果通胀加剧，房租和食品价格都会随之上涨。
事实上，目前美国的通胀压力不小。当地时间5月28日，美国商务部公布的数据显示，由于美国经济迅速扩张带来的价格压力，美国又一项通胀预期“爆表”。
数据显示，美国4月PCE物价指数环比上涨0.6%，高于预期的0.5%；4月PCE物价指数同比上涨3.6%，高于预期的3.5%和前值的2.3%，创2008年以来最快增速，远高于美联储的官方通胀目标2%。
剔除波动较大的食品和能源价格之后，4月核心PCE物价指数环比上涨0.7%，同比上涨3.1%，高于预期的2.9%和前值的1.8%，创1992年7月以来最高。
核心PCE物价指数是美联储青睐的通胀指标。该指数反映了各种商品和服务的价格变动，通常被认为是一种范围更广的通胀衡量指标，因为它反映了消费者行为的变化，其范围比美国劳工部的消费者价格指数（CPI）更广。
Jefferies经济学家Aneta Markowska表示，“通胀压力在好转之前可能会进一步恶化。”
Markowska指出，零售库存下降可能推高价格。不过，她认为，消费支出从商品向服务的转变最终应该会降低通胀压力。
刘英指出，“美国的通胀压力未来可能会不断加深。”
然而，拜登的预算方案预计未来十年美国的年通胀率不会超过2.3%。美国财政部长Janet Yellen和美联储主席Jerome Powell也多次对外公开表示目前美国通胀不会持续太久。
