近日，前央行行长、现任中国金融学会会长周小川发表演讲称，那种认为中国人民银行推动数字货币是想取代现在第三方支付的角色的观点是一种妄议。从官方的定义看，简称为DCEP的央行数字货币由Digital Currency和 Electronic Payment两部分组成，前者意为数字货币，后者名为电子支付；前者代表数字货币在线上流通，后者说明DCEP的一个主要业务就是数字钱包。
因此，无论是所依靠的网络资源背景与流通渠道，还是所承担的基本职能，DCEP的确有着与支付宝、微信等支付工具天然重合的方面，理论上也必然与第三方支付形成了市场竞争关系。
按照周小川的说法，中国人民银行已明确定位DECP是一种双层系统，也就是说，央行是数字货币发行人，商业银行负责储存与保管数字货币，其他机构与用户通过商业银行存取与兑换数字货币，这样，虽然同为法定通货，但数字货币放在不同数字钱包中所获得的安全信用度却不一样，即存放在商业银行的数字钱包中，性质上被认定为是央行负债，受到央行作为最后贷款人的保护，安全性很高，而放在第三方支付数字钱包中，则表现为商业银行对用户的负债，如果第三方支付破产或倒闭，数字货币将很难受到保护。如此看来，同为支付手段，DCEP自带的竞争优势显然是第三方支付所无法比拟的。
更详细比较发现，因为有国家信用背书，DCEP获取了无限法偿性特征，也就是任何交易场景都必须无条件接收，与此相反，第三方支付存在业务壁垒，不同平台间存在互不认可与间隔障碍，如支付宝与微信之间不能互相转账；另外，数字货币代表的是M0，就好像是用户在线下使用纸币一样，无需经过任何中间环节就可完成支付，但若通过第三方支付，此时的数字货币首先必须从商业银行转账获取，然后支付过程要经过清算流程，因此第三方支付中的数字货币其实是M1和M2；而更重要的是，数字货币采取的是松耦合模式，即用户既可以将数字钱包与银行账户绑定，也可以依靠数字钱包独立运行支付，这样在依托线上支付的同时，DCEP还可以离线支付，比如手机与手机之间“碰一碰”就可以完成转账。但不同的是，第三方支付采取的是紧耦合模式，所有支付须绑定银行账户进行，而且必须采取在线交易。因此，从支付效率看，DCEP作为支付手段要比第三方支付简便与快捷得多。正是如此，DCEP被看成是可以覆盖全场景的“超级钱包”。
如果DCEP可以运营钱包业务，对第三方支付产生的挤出与替代效应不可避免。目前来看，第三方支付除了依靠平台收取服务佣金外，还通过支付引流并借此开发衍生业务，如互联网小贷、货币基金以及理财和保险等业务，同时，第三方支付还能依托支付数据拓展出征信和风控相关业务，如支付宝旗下的芝麻信用评分等，且该类产品投放到了酒店、共享单车等场景。更为重要的是，第三方支付可凭借数据积累精准捕获与发现用户消费偏好与需求倾向，不断创造出新的场景，进而增强用户黏性，反过来构成对核心本源业务的强力支持。然而，如果DCEP进入支付市场，缺乏竞争优势的第三方支付不仅面临用户大量流失风险之痛，而且盈利渠道与空间将遭遇残酷挤压，衍生性与拓展性业务半径发生收缩的同时还会产生中断风险，依靠流量的本源业务也会受到冲击，极端情况下不排除第三方支付机构的成批次倒闭与破产。
不过，按照官方设计，虽然理论上DCEP具有支付本能，但本着“政府的归政府，市场的归市场”的基本原则，央行肯定不参与数字货币数字钱包的运营，而是在充当数字货币发行人的同时，主要负责监管制度的创建以及实体性科技金融监管，而且不同于原有纸币离开银行机构后很多情况下央行无法获取货币流动状态，依靠数字钱包央行完全可以全程且及时捕捉到货币活动踪影，对包括第三方支付在内的数字货币监管也将更为富成效。因此，从支付工具经营层面看，与第三方支付利益紧密相关的主体就只有商业银行了。说得直白一些就是，未来政策上是否允许商业银行将数字钱包作为业务主干投放支付市场？
进一步分析发现，对于商业银行在整个数字货币体系中的角色定位，央行做出的相关规定其实也非常明确，即商业银行是数字货币存储的唯一承载主体，这样的身份界定其实赋予了商业银行如同揽存先前现币那样揽存数字货币的特权，商业银行在通过用户数字钱包吸储并支付利息的同时，还可以对外贷款以及开展相关的理财等衍生业务，存贷差同样是数字货币时代商业银行盈利的主要方式。另外，商业银行负责对用户数字钱包的管理也是数字货币衍生出的一项特权，原则上代为管理数字钱包，是要收取管理费的，但基于获取存储用户的需要，这项费用针对C端用户（私人与企业）则是免除性的，但如果第三方支付要实现账户充值即将用户在商业银行数字钱包中的数字货币转移至支付账户中，这笔费用是不可减免的，而是由第三方支付承担并向商业银行合规支付。饭要大家分着吃。商业银行在通过运营K基（借记卡、信用卡等）途径获取数字货币支付市场份额的同时，还能作为主体运营DCEP开辟获利渠道，也就没有必要进入支付市场站位抢食。
因此，推出数字货币，代表的只是基础货币形式的变化，即从有形法定现币进入无形数字货币，从有现金社会进入无现金社会，但原有货币管理系统不会发生太大变动，同时货币的支付渠道和场景也不会出现变异，由此决定了第三方支付与商业银行之间还是合作关系，DCEP作为支付手段依旧是多元化且相互兼容，其流通载体也同样不会全面脱离第三方支付渠道。作出这样的设计，既可以减少货币数字化升级中的切换成本，同时也维系了中央银行与商业银行的法定地位，而更重要的是，第三方支付已经成为我国金融市场的一支劲旅，超过230家的支付机构不仅是各种消费场景创造的核心动力，还是中小微企业与居民投资理财的重要服务商，如果让DCEP作为支付工具实现对第三方支付的完全替代，等于就是传统支付体制的回归，这是监管者无论如何不愿看到的结果。还有一点必须强调的是，包括支付宝、财付通等不少第三方支付机构已经在非洲、东南亚与南美洲等海外市场拓展出了不小的消费场景，它们继续充当支付服务角色，显然有利于加速人民币(6.3908, -0.0199, -0.31%)的国际化进程。
尽管第三方支付的江湖地位不因数字货币的落地而动摇，但并不等于说DCEP对第三方支付不会形成任何改革推动力量。一方面，DCEP采取松耦合账户管理模式，许多原来凭借现金支付的用户可以轻松转化为数字货币用户，这部分群体成为了支付市场竞争的重要对象，在一些有支付经验的支付商进入第三方支付市场同时，不排除像平安壹钱包、苏宁支付以及拉卡拉等处于第二阵营甚至更多的中小支付机构通过自己的创新抢夺增量支付用户，或者选择与已经进入中国市场的PayPal等外资支付巨头合作争夺市场；另一方面，浸淫C端支付用户的同时，B端用户已成为第三方支付进攻的重要方向，受到影响，支付宝与微信财付通的垄断格局可能得到一定程度肢解与稀释，市场可能形成“两超多强”的第三方支付新格局。更要强调的是，数字货币需要更强大的技术响应与场景拓展能力，因此，护卫存量市场与拓展增量市场，支付企业未来只有在智能化、个性化、快捷化以及安全性与便民性上精耕细作，方可在激烈竞争的市场长袖善舞。
