全球央行“围堵”比特币!

比特币市场悬念注定是一波接一波?

去年持续“发烧”的比特币,自今年5月以来,也全无消夏之意,关注度持续引领虚拟币市场风骚。尤其是每枚价格在陆续刷新至62000美元高位,自己试探自己的底线至快要跌破30000美元后,欧央行、美联储、中国人民银行、加拿大央行或财政部门等相继发布政策,论调也由对比特币的笼统且试探性警告语句,到加强监管的严厉措辞,直至公开赋税,关闭前者“赖以为生”的矿场。

似商量好一般,全球央行轮番警告比特币,架势够足,呈一副“围堵”之势。可纵然如此,被冠之“三宗原罪”的比特币,各国央行却还是不忍一脚踩下“比特币清除计划”的油门。

央行们口头警示

“暴涨暴跌”是比特币等加密货币的自带属性,而今形势有不同:全球热钱格外躁动,数字货币间或性加速。应激反应于是作祟,几年前对加密货币发展睁一只眼闭一只眼的各国央行一改此态,监管在收严,也在加速。

一向对风险极为在意的欧洲央行早有注意。今年年初,欧洲央行行长拉加德率先呼吁对比特币进行全球监管,她称比特币是一种高度投机的资产,同时促进了洗钱活动,任何相关金融漏洞都必须要填补,且应在在全球范围内展开。拉加德警告之声并未在当下即刻得到回应。可随比特币价格三月接连飙高,于3月14日开足马力冲向60743.04美元后,各国仿佛突然就意识到了,这个问题可能没有那么简单。

埃及央行于当地时间3月28日警告居民,切莫从事加密货币交易,尤其是比特币,并再次强调在埃及只能使用央行批准的官方货币。“因加密货币不是由任何国家的中央机构发行,亦无受黄金储备等有形资产支持,其价值将极具波动性,也将对直接投资、股票或房地产等投资产生负面影响,进而或将对本国经济产生负面影响。”

亚太地区,4月5日,新加坡金融管理局主席尚达曼在该国议会表示,加密货币绝对不适合散户投资者。但他随即补充称,与股票和债券相比,新加坡的加密货币市场仍然很小,比特币、以太币和瑞波在2020年的日交易量峰值之和仅为新加坡交易所证券日交易量的2%。

4月至5月,比特币巅峰与垫底齐现,GME与各种MEME争相辉映。在多次指出比特币等加密货币毫无内在价值,投资者要做好损失所有的准备后,英国央行行长贝利在当地时间5月14日再次发声,公众可能已经看到了比特币价格、美国公司股价突然飙升的景观,至今没有人了解其全貌。加密货币的流行之下是升温的逐利行为,人们在寻找投资机会,但它根本不具任何价值,而这恰恰可将其视为警告信号。

当然,从62308.8聚光台(4月13日)到如今苦苦支撑的30000美元偏上,比特币反转多次,幅度之大,速度之快,以至于比特币支持者难得自发组织了一场,“谁没有抛比特币就转发此文”的小学生般活动,希图借此造势。

专注科技领域的美国投资公司ARK创始人Cathie Wood与话语逻辑与常人有些不太一样的马斯克赶忙来助力,前者坚定声称比特币仍将涨至50万美元,后者发布了一条“特斯拉有钻石手”的图文并茂推文,或可理解为:不畏市场波动,持有仓位直到目标”,并于随后在“法币还是虚拟币”站队里选择了后者。

央行和财政部行动

全球央行“围堵”比特币!

全球央行口头警告的效力,哪里比得上实质行动。

北京时间5月18日,中国互联网金融协会、中国银行业协会、中国支付清算协会联合发布《关于防范虚拟货币交易炒作风险的公告》。

“金融机构、支付机构等会员单位不得用虚拟货币为产品和服务定价,不得直接或间接开展与虚拟货币相关的业务。”

随后,内蒙古发改委于5月19日发布公告称,将设立虚拟货币“挖矿”企业举报平台,全面受理关于虚拟货币“挖矿”企业问题信访举报。

然而,于见惯了此番场面的比特币坚定持有者言,5月18至19日是也堪称糟糕而刺激的一天,却也是央行们边瞪大眼睛边“加码弹药”的一天。

继下探至42000美元/枚后,北京时间5月19日,比特币一探再探,毫不费力的冲过40000美元、38000美元、36000美元及32000美元“栏杆”,甚至快要失守30000美元关口,一路向南,毫无障碍。

当日近24小时内,全网超51万投资者爆仓,爆仓资金达62.83亿美元,1小时爆仓额为1.48亿美元;加密货币交易平台币(27.8670-0.0960-0.34%)安也曾于当天暂停部分加密货币交易;7000多个加密货币的市值在过去一周内缩水超6000亿美元,滑至目前的1.9万亿美元。

5月19日22点左右,比特币开始小幅回升,逐步艰难稳至40000美元附近。

目前普遍认为,正是来自中国人民银行三部门发文致使上述比特币的日内一度暴跌31.22%,以至于,即便比特币刚获些喘息,勉强止于40000万美元,离此前常态仍相差甚远。

面对此种态势,欧洲央行副行长金多斯当天再次发声称,由于难以识别加密货币资产的潜在价值,加密货币资产不应被视为真正的投资。“加密资产的基本面非常薄弱,当很难找出一项投资的真正基础时,那么这就不是一项真正的投资,投资者应对大幅的价格波动做好准备。“其英国同伴贝利也再次重申“投资者注定亏钱”之论。

不过,一向尤为注重金融监管的欧央行并没有加大警示力度,在指出一直重复的漏洞后,欧央行随即称,因加密货币资产目前仍未广泛用于支付,且欧元(1.22250.00100.08%)区金融机构加密货币的敞口很小,金融风险由此似乎有限。

挪威央行所见略同。金融稳定部门执行董事Torbjorn Haegeland称,“倘若银行继续增加加密货币投资,后者剧烈价格波动可能会给银行系统造成困扰。我们不认为这些波动是对金融稳定的主要威胁,但如果风险敞口继续增加,可能会构成威胁。“

对岸的北美地区却不太一般,多了点未雨绸缪之意。当地时间5月20日,加拿大央行在其年度金融风险评估中表示,加密货币资产的波动性是该国金融系统面临的一个新脆弱性。加拿大央行顺带强调了稳定币风险。“为减少波动,稳定币是与一种更稳定的资产挂钩的加密货币,可如果前者也被广泛使用,或将会扰乱央行的货币政策机制”,加行称,“除非稳定币完全与加拿大元挂钩,否则其广泛使用将会抑制央行执行货币政策和充当最后贷款人的能力。”早在2019年金融稳定风险评估中,加密货币就被该行列入其中。

全球央行小分队里哪里能少的了美联储的重头戏。

就在加拿大央行和挪威央行发声的同一天,近期频繁活跃在各大会场的美联储主席鲍威尔在美联储放出的一份视频中指出,所谓的稳定币(与美元挂钩的私人数字货币)的增长,可能对金融体系构成威胁。鲍威尔与此同时加快了数字美元论调,表示将就“数字美元”项目展开公众咨询。

同日,美国财政部称,将对加密货币市场和相关交易采取更严格的监管举措,以防止逃税等非法行为滋生。而此前一天,美国货币监理署(OCC)新任代理署长Michael Hsu于表示,上任后将开始对主要监管标准和该机构的待处理事项进行审查,包括有关加密资产和数字资产的解释性信函和指南。拜登政府随即也拟出新提议,将超过1万美元的加密货币转账必须向美国税务当局报告。

受轮番强压,以“极富弹性”著称的比特币罕见的一直攀附40000美元上下,未见明显变化。

监管追击继续

北京时间5月21日,乘胜追击,国务院金融稳定发展委员会(下称金融委)在第五十一次会议中强调,将强化平台企业金融活动监管,打击比特币挖矿和交易行为,坚决防范个体风险向社会领域传递。

因约七成的“挖矿“在中国四川、新疆等地,此番来自金融委的监管收严再次使刚刚获得些许喘息的比特币再次颤抖,消息释放不到10分钟内,比特币价格下跌超2000美元,跌落好不容易收复的40000美元关口。

同在5月21日,中国香港特区政府建议在港运营的加密货币交易所必须获得香港市场监管机构的许可,并且只能向专业投资者提供服务。其计划在2022年底前,就设立虚拟货币交易所的强制发牌制度,向香港立法会递交法律修订草案。根据新规,未来只有持牌交易所才可在香港合法提供虚拟货币交易服务。

打击的余波在周末持续发酵。以至于,火币商城(Huobi Mall)于北京时间5月23日表示,已决定暂停中国的挖矿业务。比特币随后继续下挫,持续徘徊于35000美元上下。

中国的监管足以大幅影响比特币价格走势,不容忽视。据ByteTree数据,其将比特币交易模式划分为亚洲、欧洲和北美主导的交易时段,时段显示,在最近这段期间,亚洲一直是比特币买入区域,而欧洲与美洲则由卖出操作主导。

比特币的“三宗原罪”?

舆论发展至今,比特币“令人难以接受缺点”显而易见。洗钱诈骗犯罪、碳足迹高到极为不环保,暴涨暴跌的属性成为贴在比特币身上的“三宗原罪”。

欧央行在5月发布的《金融稳定评论》中,将近期加密货币价格的大幅上涨与“郁金香狂热”做比,称前者的风险与投机属性, 过高的碳足迹,以及可能与非法活动有关,都着实令人担忧。美国财政部同样认为,加密货币为包括逃税在内的广泛非法活动提供便利,从而构成了一个重大安全漏洞。

上述指控似有例为证。加密货币热连番升温致使该领域欺诈行为也大幅飙升。美国联邦贸易委员会(FTC)近期发布的数据显示,2020年10月1日至2021年3月31日期间,投资者在加密货币欺诈中损失逾8000万美元,损失中值为1900美元。其中,超200万美元的损失是由马斯克的冒充者所造成。

“与去年同期相比,加密货币投资诈骗造成的价值损失增加约10倍。在六个月的时间内,共计报告7000多起该领域诈骗,为2020年的12倍。”FTC称,“诈骗者建立了复杂的网站,使得在投资者眼里,虚拟加密货币投资看起来似乎在增值。”

“名人效应”是加密货币诈骗与犯罪成功之法宝,以金融监管严密而标榜的新加坡也未能躲开。其总理李显龙就曾在4月间卷入由一场区块链社交媒体平台BitClout引发的代币骗局。后者在未经许可李显龙之下,建立其社交账户出售专有加密货币,该账户共有27.3955个代币,每枚价格为357.85美元。

“网站的创建者是匿名的,但我已经发布了一条公开的推文,要求立即删除我的名字与照片,我与该平台毫无关系”,李显龙说,“我敦促大家在处理加密货币交易时保持警惕,因加密货币交易不受新加坡金融管理局监管,与其打交道的投资者将不会受到任何相关法律保护。”

至于比特币的显著波动性,前者上蹿下跳的活跃之态早已被耳熟能详,于此便不再赘述。

然而,波动性不仅仅表现为暴涨暴跌,它更是阻碍了比特币的野心——成为货币。若其意图与法定货币抗衡,可附着大起大落的潜力,谁会即刻接受与支付比特币?而它又如何成为货币的另一种未来?

过高的碳足迹

全球央行“围堵”比特币!

即便任何金融领域都有欺诈与不法行为,股市照样有大牛大熊之分,但比特币“挖矿”产生的极高的碳足迹尤为受社会诟病。以至于,加密货币“铁杆粉丝“马斯克宣称,因比特币从开采到交易过程中的高污染性,特斯拉停止比特币购买汽车的支付方式。

尤其是,在各国正筹备第26届联合国气候变化大会(COP26)的秀场关头。

当地时间5月20日,拜登政府发布行政命令,要求美国国内银行与企业披露其现今面临的气候变化风险,以增强国内金融体系应对气候变化的弹性。据报道,英国首相约翰逊将在未来几天内宣布一项新的承诺,即到2035年将排放量在1990年的基础上减少78%,而此前的目标是到2030年减排68%。

可比特币似乎不在其明文讨论内。英国气候行动高级别倡导者托平在此前接受采访中称,比特币不太可能出现在议程单中,但至少现已存在于更广泛的政策讨论里。‘挖矿’行为是气候问题的罪魁祸首之一,忧心气候的人们对此十分沮丧,挖矿仅仅只是一个愚蠢的想法,与我们想要做的事情背道而驰。”

国际能源署(IEA)数据显示,2019年比特币挖矿消耗50至70兆瓦时,大致相当于如瑞士般体量国家的消耗量(每年消耗63太瓦时)。Cambridge Bitcoin Electricity Consumption Index实时数据则更使人忧心,截至北京时间5月23日,比特币总能源消耗40-445兆瓦时(TWh)之间,均统计约为116.57兆瓦时,“挖矿”一年消耗的电量超出荷兰、菲律宾等国用电量,占全球总用电量0.54%。

按此速度,2021年比特币耗电量总量极有可能飙升至130兆瓦时/小时以上,而微软、谷歌等科技公司2020年用电量分别为10与12兆瓦时。

然而,在比特币支持这眼里,消耗能源并非完全一对一等同于碳排放碳,比特币挖矿可对后者的贡献几乎微乎其微。比特币在未来将成为一支强大的力量,足以推动电网变得更加绿色,也助于使太阳能和风能等可再生能源变得更加经济。加密资产公司CoinShares估计,比特币挖矿过程中使用的74%的能源来自可再生能源。

“全网约七成算力在中国”似已成为高亮句。

研究显示,约65%的加密货币挖矿活动在中国进行。因煤炭在中国能源结构中的占比达到60%左右,即便约74%的矿工使用某种可再生能源,可再生能源在总能耗中的占比依旧不足40%。

4月22日, 最强比特币站台者之一的美国投资公司ARK与持币大户Square联合发布报告,质疑“比特币挖矿极具破坏环境“的主流观点,并指出比特币实际上是可再生能源未来的关键驱动力,比特币开采和可再生能源一样,促进了能源转型。

“我们的模型表明,集成比特币挖矿可以将间歇性电力资源转化为具有基本负载能力的发电站。由此,在其他条件相同的情况下,通过比特币挖矿,可再生能源可以在经济上为任何地方提供相当大比例的电力”,报告称,“而作为后续效应,可再生能源相关成本将会加速下降,而利用其挖矿更具经济竞争力。”

据报道,比特币已经在鼓励向可再生能源的过渡。如DMG区块链公司在不列颠哥伦比亚省的运营已经完全依赖于从大坝获得的廉价水电。而由非营利组织与区块链公司于4月初启动了《加密气候协议》(Crypto Climate Accord),旨在到2025年,加密货币使用100%的可再生能源,并在2040年实现净零排放,比巴黎协定还早了10年。截至目前,全球约45家公司和组织已陆续加入《加密气候协议》(Crypto Climate Accord),该协议同时受联合国气候变化框架公约气候倡导者(UNFCCC Climate Champions)支持。

比特币三大诟点争论仍在继续。

若换个角度看,将其置于去年迄今加速的数字货币项目背景中,全球央行这场轮堵比特币似乎显得些许有理有据。很难相信这是巧合,不如说是一场“预谋”。

比如,此前一贯对数字美元抱持保留态度的鲍威尔在最近的警告比特币与稳定币中罕见地加快其数字美元论调,而埃及当局于今年宣称拒绝加密货币的使用前,也恰好停止了2019年开始,预计2020年收工的数字货币项目;而在挪威央行警示比特币风险时,其副行长Ida Wolden Bache表示,挪威央行也在探索各种选择,如推出自己的数字货币。

可一连串的问题是:各国要如何统一界定虚拟货币;比特币能否成功与其他虚拟货币分道扬镳,持续走俏;数字货币与虚拟货币能否恰如其分地共存;以及“挖矿”污染到底如何衡量。

数字并非准确无误,趋势也在随时变动,有些问题永远没有答案,有些问题只是暂时没有答案。

而目前,能够大致确定的是,央行撑腰的法币与比特币,二者战争已经开始。

    Typhoon Yagi, Asia’s most powerful storm this year, swept across southern China and Southeast Asia this month, leaving a trail of destruction with its intense rainfall and powerful winds. Downpours inundated Thailand’s north, submerging homes and riverside villages, killing at least nine people.

    Storms like Yagi are “getting stronger due to climate change, primarily because warmer ocean waters provide more energy to fuel the storms, leading to increased wind speeds and heavier rainfall,” said Benjamin Horton, director of the Earth Observatory of Singapore.

    Natural disasters, including typhoons, pose a range of threats to wildlife, according to the International Fund for Animal Welfare. Flooding can leave animals stranded, in danger of drowning, or separated from their owners or families.

    Rain and strong winds can also severely damage habitats and animal shelters. In 2022, Hurricane Ian hit Florida and destroyed the Little Bear Sanctuary in Punta Gorda, leaving 200 animals, including cows, horses, donkeys, pigs and birds without shelter.

    The risk of natural disasters to animals is only increasing as human-caused climate change makes extreme weather events more frequent and volatile.

    On Tuesday, after the contractor informed him about the ring, Kovach posted a photo of the box and the note on several local community Facebook pages, asking if it belonged to anyone.     But according to people briefed on its broad contours, the plan reflects the Ukrainian leader’s urgent appeals for more immediate help countering Russia’s invasion. Zelensky is also poised to push for long-term security guarantees that could withstand changes in American leadership ahead of what is widely expected to be a close presidential election between Harris and former President Donald Trump.

    The plan, people familiar with it said, acts as Zelensky’s response to growing war weariness even among his staunchest of western allies. It will make the case that Ukraine can still win — and does not need to cede Russian-seized territory for the fighting to end — if enough assistance is rushed in.

    That includes again asking permission to fire Western provided long-range weapons deeper into Russian territory, a line Biden once was loathe to cross but which he’s recently appeared more open to as he has come under growing pressure to relent.

    Even if Biden decides to allow the long-range fires, it’s unclear whether the change in policy would be announced publicly.

    Biden is usually apt to take his time making decisions about providing Ukraine new capabilities. But with November’s election potentially portending a major change in American approach to the war if Trump were to win, Ukrainian officials — and many American ones — believe there is little time to waste.
