近日,监管层密集对人民币汇率释放信号。金融委5月21日召开会议时也强调,进一步推动汇率市场化改革,保持人民币汇率在合理均衡水平上的基本稳定。有分析指出,此举或与近期人民币兑美元汇率快速升值,以及有观点建议应进一步推动人民币汇率升值,以应对进口大宗商品价格上涨的影响有关。不过,随着汇率市场化改革的推进,央行已基本退出对人民币汇率的常态化干预,这就意味着央行对人民币汇率涨跌波动的容忍度大幅提升,汇率的变动主要取决于市场供求。

带动人民币走强
刘国强表示,今年以来,人民币汇率有升有贬,双向浮动,在合理均衡水平上保持了基本稳定。目前,我国外汇市场自主平衡,人民币汇率由市场决定,汇率预期平稳。未来人民币汇率的走势将继续取决于市场供求和国际金融市场变化,双向波动成为常态。
自4月以来,人民币兑美元汇率持续升值。在岸人民币兑美元汇率升破6.44,达到6.4345,累计升值约2%。
人民币兑美元汇率近期升值的主要原因是美元指数走弱。4月以来,美元指数同期降幅超3%。也就是说,随着美元指数的走弱,主要非美货币都在升值走强,人民币兑美元汇率的升幅相对于美元指数的跌幅还小一些。

在中长期内或持续升值
自新冠肺炎疫情蔓延以来,美联储实施超常规宽松政策,让不少分析人士认为,未来中长期内,美元将进入弱周期,而随着美元的走弱,包括人民币在内的非美货币有望在中长期内走强,进入升值通道。
招商证券首席宏观分析师谢亚轩认为,美联储的宽松政策推动美元指数走弱,从时间维度看,本次美联储宽松政策推动美元进入一个不低于9年的弱周期。
央行金融研究所所长周诚君近日也表示,总体看,人民币兑美元在中长期内将持续升值。
这既是中国经济持续增长、人民币相对购买力不断提高的结果,也是美联储搞量化宽松和不断扩表的后果之一,而且经验数据也表明,多数成功迈过中等收入陷阱的国家在人均收入超过10000美元后,其货币兑美元汇率呈持续升值趋势。
“与2011年至2020年整体强势美元伴生的经济和金融环境不同,未来的弱势美元将通过经济增速、价格水平、人民币汇率、国际资本流动、全球贸易和产业链转移等方面对中国经济周期和货币政策造成显著影响。”谢亚轩称,弱势美元通常会带动全球范围内信用扩张,推动人民币汇率走强,国际资本涌入中国,追捧中国资产,推高国内金融资产价格。

应树立风险中性理念
尽管从中长期看美元大概率进入弱周期,但并不意味着这期间美元指数的走势就是直线下降,中间的反复波动甚至阶段性上涨都有可能。例如,今年初至3月底,美元指数就经历了一段超预期的持续走强时期。同时,由于近期美联储官员开始讨论缩减购债规模,市场预期美联储宽松政策将提前退出,这都将对美元指数的短期走势带来更多不确定性。
嘉盛集团全球研究主管马特·韦勒表示,美联储会议纪要显示一些成员认为应该开始讨论美联储缩减购买金融资产的规模,这是一个重要事件,显示了美联储的领导层开始出现不同声音,在经济强劲复苏的背景下,部分委员对通胀和金融风险的担心可能在上升。今年下半年美国经济复苏势头仍将强劲,通胀继续攀升,这可能会迫使美联储不得不提前退出超宽松政策,这无疑会加剧全球金融市场的波动。
因此,对市场主体而言,重点不应是赌人民币汇率的单边升值,而是要对人民币汇率波动的日益加大做好财务规划,规避汇率风险。
国家外汇局副局长王春英近日也表示,企业树立风险中性的理念非常重要,理性面对汇率涨跌,审慎安排资产和负债的货币结构;合理管理汇率风险,以保持财务稳健和可持续为导向,而不应该以套保的盈亏论英雄。避险保值就像花钱买保险,是以一个比较小的成本来管理比较大的不确定性和可能的损失。

Natthapak Khumkad, 37, who runs a crocodile farm in Lamphun, northern Thailand, said he scrambled to find his Siamese crocodiles a new home when he noticed a wall securing their enclosure was at risk of collapsing. Natthapak Khumkad, 37, who runs a crocodile farm in Lamphun, northern Thailand, said he scrambled to find his Siamese crocodiles a new home when he noticed a wall securing their enclosure was at risk of collapsing. To stop the crocodiles from getting loose into the local community, Natthapak said, he put 125 of them down on September 22.
“I had to make the most difficult decision of my life to kill them all,” he told CNN. “My family and I discussed if the wall collapsed the damage to people’s lives would be far bigger than we can control. It would involve people’s lives and public safety.”
