根据英国政府的最新规定，从17日开始，民众户外聚会最多人数可达30人，允许两个家庭或6人在室内聚会。亲人、朋友可以再次拥抱。同时，不同住的家庭或不在同一“社交泡泡”中的民众，被允许在一起过夜。参加婚礼、招待会、葬礼和守灵的最多人数为30人。此外，酒吧、餐厅，以及电影院、剧院、博物馆等娱乐场所也被获准开放部分室内营业；酒店及提供室内团体运动和健身课程的体育场所，也被允许重新开放。
民众还被允许到国外度假。英媒报道称，17日，去机场的民众明显增加，大量游客涌向葡萄牙。葡萄牙是英国“旅行绿色名单”中的12个目的地之一，也是唯一在名单的欧盟国家。另一方面，葡萄牙17日也放宽对来自大多数欧盟国家和英国的旅行者的入境要求。德国、丹麦等国自5月以来也已陆续放宽限制措施。希腊15日正式向游客开放，以期借旅游旺季恢复受疫情重创的旅游业。德国《焦点》周刊17日称，英国的接种率达53.9%，但欧盟只有31.5%。英国虽是“接种榜样”，但它的新解禁措施给欧盟国家带来了压力。
尽管新冠疫情渐见曙光，但英国16日新确诊的新冠病例仍有1926例，死亡4人，过去一周感染率上升了8%。英国首相约翰逊16日呼吁民众庆祝解禁时也要“高度警惕”。英国卫生大臣汉考克也敦促未接种的民众尽早接种疫苗，以防止新的印度变种病毒“像野火一样”蔓延。英国卫生部表示，印度变种病毒开始在英格兰部分地区“加速扩散”。英国紧急情况科学咨询小组的专家也担心，由于新的变种病毒的出现，英国现在的解禁正处于“危险时刻”。科学家曾向英国政府提出延迟解禁建议，但遭到拒绝。德新社17日说，约翰逊政府计划6月21日取消所有新冠限制措施，但印度变种病毒可能挫败他的计划。
