中央结算公司近日公布的债券托管量数据显示，4月境外机构人民币(6.4336, 0.0044, 0.07%)债券托管面额较3月增加648.59亿元，显示外资增持人民币债券积极性上升。专家认为，这与中美国债收益率差重新小幅走阔、人民币汇率相对美元重归升势有关。中短期内，外资加大在中国金融市场参与力度的趋势不会改变。
外资重新加大增持力度
5月10日中央结算公司发布数据显示，截至4月末，境外机构的人民币债券托管面额为32219.45亿元，较3月末增加648.59亿元。而3月末较2月末增加值为46.17亿元，这反映出外资加仓中国债券的积极性有所上升。
从券种看，4月末与3月末相比，境外机构人民币债券托管面额增长最多的是国债，增长517.35亿元；其次为政策性银行债，增长61.91亿元。从面额占比看，增长最多的是国债，占比扩大0.34个百分点；其次为商业银行债券，占比扩大0.08个百分点。
4月，境外机构买卖中国债券十分活跃。债券通公司报告显示，4月债券通交投稳步增长，共计成交5340笔、5192亿元人民币，日均成交247亿元人民币。其中，4月21日交易量达496.1亿元人民币。
由于3月外资加仓量远低于年初两个月，一度引发部分外资可能“离场”的担忧。但4月外资加仓量回弹，有助于打消市场这一疑虑。
短期受利率汇率影响
业内人士认为，中美利差及人民币汇率波动对外资短期投资行为有一定影响。
国家外汇管理局副局长、新闻发言人王春英介绍，今年3月，主要发达经济体经济企稳复苏，债券收益率较快上升，新兴经济体债券市场外资流入规模较大幅度下降，但净流入中国的占比较1、2月仍有所提升。
4月以来，无论是利率还是汇率走势都发生了“反转”。利率方面，在美国10年期国债收益率小幅回落影响下，中美利差稍微走阔。汇率方面，人民币对美元汇率中间价逐渐回到6.4元附近，5月11日报6.4254元。
光大证券董事总经理、首席宏观经济学家高瑞东认为，中国经济总量已回到潜在产出水平附近，但经济恢复不均衡、基础不稳固，货币调控整体仍将保持稳健，中债利率大概率将保持区间震荡。从GDP看，美国经济呈现强劲复苏态势。随着经济继续修复及后续美联储政策退出预期发酵，美债收益率仍有一定程度上行空间，但空间已然不大。
人民币资产具备“磁吸”效应
专家认为，短期波动不改人民币资产长期的“磁吸”效应。
中银证券首席宏观分析师朱启兵表示，人民币资产估值在历史中枢附近。2021年全球仍面临新冠疫情的不确定性和通胀上升的确定性，人民币资产的稳定性将成为投资者关注的重点之一。
在中国银行研究院副院长钟红看来，基于中国经济基本面走势明朗、利率及汇率水平合理且基本稳定、国际资本风险偏好上升等因素，预计2021年人民币资产对外资吸引力将进一步增强。
驱动境外投资者增配人民币资产的主要原因有，一是高收益。在全球普遍低利率环境下，投资者追求投资回报的难度增加，而人民币资产的超额回报在全球范围内具有竞争优势。二是低相关性。人民币资产可望帮助全球投资者合理配置资产、分散投资风险，在充满不确定性的国际形势中，人民币资产与世界主要资产的低相关性有助于全球投资者实现投资的多元化组合。由于人民币资产表现出难得的高收益、低风险特点，未来将进一步受到国际投资者青睐。
