伊核谈判有进展？伊朗吁美国依据现有共识解除制裁
据新华社报道，伊朗外交部副部长阿巴斯·阿拉格希5月1日说，伊朗核问题全面协议相关方会谈已经达成一些共识，美国方面应依据这些共识解除对伊制裁。
伊核协议相关方当天起在奥地利首都维也纳举行新一轮会谈。作为伊方主要谈判代表，阿拉格希接受媒体采访时说，美方“应该依据迄今为止达成的共识立即解除”对伊朗能源、汽车、金融和银行等方面的制裁。
不过，他没有提及美方应依据哪些共识或机制解除制裁，仅说伊方“会持续磋商至双方立场接近及我们的要求得到满足”。
伊朗媒体援引阿拉格希的话报道，就部分已经达成共识的事项，条文起草工作正在进行，不过进展缓慢。
俄罗斯常驻维也纳国际组织代表米哈伊尔·乌里扬诺夫1日同样说，谈判“今天取得不容置疑的进展”，“专家正在起草未来协议的部分内容”。
乌里扬诺夫在社交媒体写道：“现在就激动为时过早，但我们有理由在谨慎的同时愈发乐观……没有最终期限，但各方希望能在大约3周内顺利结束谈判。”
与伊朗和俄罗斯相比，欧洲方面的谈判代表“调门”略低。路透社报道，法国、英国和德国代表在一份声明中说，谈判仍有“许多工作”要做，但“时间太少”，“我们本希望本周能取得更多进展”。
不过，声明同时强调：“虽然无法确保（谈判）一定成功，但也不是不可能。”
美国方面就谈判的措辞“调门”最低，美国国务院发言人1日回答记者提问时仅再次重申以往立场，包括美国总统国家安全事务助理杰克·沙利文先前所说谈判局势“不明朗”及“仍不确定是否会在维也纳达成协议”。
为讨论美伊两国恢复履约，伊核协议相关方4月初开始在维也纳举行会议，5月1日召开的会议是第三轮谈判。伊朗与美国代表团没有面对面谈判，而是经由其他方“传话”间接谈判。
2015年7月，伊朗与美国、英国、法国、俄罗斯、中国和德国达成伊核协议。根据协议，伊朗承诺限制其核计划，以换取国际社会解除对伊制裁。2018年5月，美国政府单方面退出伊核协议，随后重启并新增一系列对伊制裁。2019年5月以来，伊朗逐步中止履行伊核协议部分条款，但承诺所采取措施“可逆”。
需要提醒的是，如果未来eight全面接触对伊朗的制裁，将会增加原油市场的供给，这将令油价面临大幅下跌的风险，而近期原油多头因此也有所顾忌，短线油价的上涨空间也会受到限制。
