衣食住行，对世界各国民众来说，负担最大的恐怕就是“住”了。在韩国，近几年的住房市场可以说涨势难平。尽管政府已经多方调控，但还是越控越高，目前“购房热”仍然在持续，尤其是在韩国首都首尔。
韩国房价越调控越涨 首尔房价4年涨45%
记者在首尔市的一处新建成的小区了解到，这里总共有1600多户。两年多以前预售的时候，楼盘曾吸引大约10万人前来抢购，令购房者们直呼“购房就像买彩票”。去年8月，首尔市的另一处档次差不多、目前还没有竣工的高层公寓楼盘，预售时也同样吸引了数万人抢购，竞争比例高达340：1，刷新了首尔市楼盘预售史上竞争率的最高纪录。
首尔市的面积仅为韩国国土面积的0.6%，却居住着韩国接近五分之一的人口。作为韩国的社会经济和文化中心，首尔市聚集着众多知名企业，提供的大量工作岗位和商业机会，吸引着一批批追求梦想的年轻人。很多人希望在这里安家落户，购房的刚需源源不断。然而，首尔市的住房资源却相对有限，房地产市场供不应求的现象始终存在，房价也因此居高不下。
尽管韩国自2017年以来共颁布了25项房产调控政策，4年之间首尔市的房价还是累计上涨了45%。虽然在接连的调控之下房价不降反升，民众的购房热情丝毫没有减退。去年，首尔市的公寓楼成交量超过了10万套，同比增长一倍多，再次创下历史新高。
今年4月首尔新市长就任，提出将放宽限制、力推旧房重建和再开发项目，许多民众看好房价上涨而纷纷出手，形成了新一轮的“购房潮”。
需求外溢 韩国首都圈房价水涨船高
从去年开始，首尔的购房热潮还波及到了周边的首都圈。迫于在首尔市买房贵、购房难的压力，加上不少地铁、城际铁路延长线的修建和开通，大量刚需购房者开始移居到首尔周边。然而，这不仅使首都圈的房价升温过快，教育、医疗等资源的紧缺现象也日渐突出。
记者在距离首尔市30多公里的仁川市了解到，从这里坐地铁到首尔市中心大约1个小时，因此很多在首尔工作的上班族都住在这里。由于交通便利、迁入人口越来越多，这里的房价也是水涨船高。
数据显示，今年前3个月，以仁川市为代表的韩国首都圈公寓交易价格上涨了5%左右，部分城市涨幅甚至超过了首尔10倍，呈现非理性升温。
为了吸引购房者，韩国首都圈的房产开发速度比较快，但是学校、医院等基础设施的建设却没有跟上。部分首都圈城市出现了转学生过多、中小学班级过密等现象，让不少的居民心生抱怨。
在此背景下，资源竞争压力较小、同时购房限制较少的非首都圈城市也显出了魅力。过去半年来，釜山、大邱等韩国南部城市的公寓成交价就出现了有统计以来的最高涨幅。以釜山市一套84平米的公寓为例，去年底以15.3亿韩元，约合人民币(6.4861, 0.0006, 0.01%)908万元的价格售出，成交价同比上涨近两倍。
虽然韩国已经频繁出台相关监管以及扩大供给、抑制投机为主的调控政策，但房价还是此压彼涨、越压越涨。房产专家认为，韩国亟需加码有效的短期强力措施，以抑制房价的上涨态势。
