在上周拜登“富人税”一度引发市场大跌后，本周三拜登将在公布“美国家庭计划”的同时正式披露加税计划，希望将美国富人在收入、投资和遗产方面的税率提高至四十年多来最高，但由于这一计划过于激进，势必将遭遇党内外议员围攻。
早前媒体报道，收入在100万美元或以上的人将被征收最高43.4%的资本利得税，年收入超过40万美元的美国人还将面临更高的边际所得税率，而上一次税率如此之高还是在吉米·卡特执政期间（1977年-1981年）。
此外，拜登还可能提议扩大遗产税的适用人群，并计划取消附带权益的税务宽减政策，该政策能帮助私募股权公司减少纳税额。
不过由于拜登加税太猛，共和党几乎不可能同意这一计划。民主党人认为，几十年来富人支付的税款低于其应负担的公平份额，公共服务和社会安全网却萎靡不振。但共和党人认为，加税会抑制经济活动，建议使用未用完的抗疫纾困款来为新法案提供资金支持。
需要注意的是，就算是民主党内部也存在反对声音，一些民主党温和派，例如西弗吉尼亚州参议员Joe Manchin已经表示，希望限制加税规模。
而且仅仅争取到民主党参议员的支持还不够，拜登还需要吸引主要代表纽约、新泽西和加利福尼亚州的众议员，他们要求扩大特朗普在2017年所限制的减税措施。超过20位民主党人表示，除非解决州和地方税1万美元的抵扣上限问题，否则不会对拜登的计划投赞成票。而拜登的提案并中不包括取消州和地方税抵扣上限，而要解决这个问题可能需付出高昂代价，完全取消抵扣上限的代价是每年887亿美元，而倡导者们希望持续多年废除。
