上周，最受市场关注的莫过于印度疫情的强势反扑，单日新增病例连续多日创下疫情暴发以来的全球新高，仅三天时间，该国就有近100万人确诊新冠病例。
“双重变异”病毒来袭、医疗系统承压、疫苗接种滞缓……印度“第二波疫情”为何如此凶猛？如何才能更好遏制？《每日经济新闻》记者连线来自澳大利亚顶级大学之一弗林德斯大学的医学与公共卫生学院教授尼古拉伊·彼得罗夫斯基（Nikolai Petrovsky）进行了解读。
对于“第二波疫情”如此汹涌的原因，彼得罗夫斯基解释说，“部分原因可能就是由于新病毒变体的出现，这种变体的感染能力更强，且能在年轻人中引起严重症状。”
印度单日新增病例创新高
印度疫情凶猛反扑，单日新增病例上周连续创下新冠疫情暴发以来新高，包括新德里在内的等大多地方政府已经重新实施防疫封锁。
根据印度卫生部门4月24日公布的最新疫情数据，在过去24小时，印度新增新冠确诊病例346786例，连续三天刷新全球最高纪录（23日和22日报告的日增新冠确诊病例分别为332730例和314835例）；新增死亡病例2624例，创下单日新增死亡人数纪录新高，累计死亡189544例。据美国约翰·霍普金斯大学的数据，截至北京时间4月25日7点55分，印度的累计确诊新冠病例已超1661万例，仅次于美国。
据《印度快报》报道，印度理工学院科学家设计的模型显示，印度第二波新冠疫情可能在5月11日至15日期间达到峰值，“活跃”病例达到330万至350万，这个数字在5月底会下降。
当前，印度的医疗系统正承受着巨大压力，医疗资源严重匮乏。为应对愈演愈烈的疫情，印度初级化学部长Man-sukh Mandaviya表示，该国政府批准新增25家工厂生产新冠治疗药品瑞德西韦，称单月产量将从400万小瓶提高到900万小瓶。
许多城市报告医院床位短缺，氧气供应不足，医疗用品也严重缺乏。据路透社报道，新德里市政府统计的数据显示，截至23日，该市已有6家医院的氧气已经用尽。为解决此问题，印度国产“光辉”战斗机的机载制氧技术也被用来缓解氧气短缺。同时，印度已从22日起暂时禁止工业用途的氧气供应，全力保障医用氧气。另外，印度政府已在研究从海外进口氧气。据印度《商业标准》消息，印度政府决定对氧气相关设备全额免除基本关税和卫生税，为期三个月。
另一方面，更令人担忧的是，印度“第二波疫情”的病毒已经出现“双重变异”。当地时间4月20日，印度科学家发文指出，已发现印度本土出现的第二个双重变种病毒株B1618，目前正在对其深入研究。上个月，印度就曾宣布从不同邦收集的样本中检测到一种新冠病毒“双重变异”毒株。
为何“第二波疫情”汹涌？
实际上，2021年初，印度的疫情形势曾有所好转，单日新增病例数一度降至1万例左右。谈及印度“第一波疫情”何以消退时，来自澳大利亚顶尖大学之一弗林德斯大学医学与公共卫生学院的尼古拉伊·彼得罗夫斯基（Nikolai Petrovsky）教授在接受《每日经济新闻》采访时表示：“原因我们还无从得知。此前的新冠病毒更针对老年人，而印度拥有很大的年轻人口比例，也许这是一个因素。”
对于“第二波疫情”如此汹涌的原因，彼得罗夫斯基解释说，“部分原因可能就是由于新病毒变体的出现，这种变体的感染能力更强，且能在年轻人中引起严重症状。”他随后补充道，“对于任何新的大规模暴发，我们最大的担忧都在于是否会产生更易传播和更具毒性的新毒株。在南非和巴西发现的新毒株已经证明了这一点。印度是全球人口最多的国家之一，这次暴发可能会出现多种变异毒株。”
不过，华盛顿疾病动力学经济和政策中心的Ramanan Laxminarayan在接受外媒采访时则认为，疫情“第二波”（的暴发）一部分也是群众聚集活动的结果。据媒体报道，随着“第一波疫情”形势好转，印度民众放松警惕，各种活动纷纷举行，切很多人并未坚持戴口罩、保持社交距离等基本防护措施。
疫苗接种滞缓则是另一个原因。据报道，目前印度仅约1.32亿人口接种了至少一剂疫苗。印度政府已宣布，从5月1日起，所有18岁以上的成年人都将能接种新冠疫苗。不过卫生专家表示，当前疫苗供应远远不够，印度不太可能实现其在夏季之前为3亿人接种疫苗的目标。
“仅靠疫苗接种难以控制印度目前的状况，变异毒株可能很快会演化成‘疫苗逃逸变异体’。必须与其他病毒控制措施相结合，包括佩戴口罩、社会隔离、限制出行和严格消毒等。“彼得罗夫斯基告诉《每日经济新闻》记者。
强生疫苗暂停接种被取消
当地时间4月23日，美国食品药品监督管理局（FDA）和美国疾病控制与预防中心（CDC）表示，取消对强新冠疫苗的暂停接种建议，称数据表明潜在血栓是非常罕见的，可以立即恢复强生疫苗的接种服务。CDC称，相信疫苗的安全性和有效性。FDA认为，接种该公司疫苗将利大于弊。
当地时间4月20日，欧洲药品管理局也曾表示该疫苗与发生血栓之间可能存在关联，但其益处仍大于风险。欧洲药管局在当天发表的一份声明中说，其药物警戒风险评估委员会调查后得出结论，出现血栓并伴随低血小板应被列为强生疫苗“非常罕见”的副作用，强生疫苗的产品信息中需添加关于这一副作用的警示。
当地时间4月21日，美国总统拜登表示，该国接种2亿剂新冠疫苗的目标已经达成。
据美国疾病预防控制中心最新数据，超过25%的人已经接受了两剂新冠疫苗接种，超过40%的人已经接种了一剂疫苗。按年龄来看，18岁以上的人口中有超过一半的人接种了至少一剂疫苗，65岁以上老人中有80%接种了至少一剂疫苗。据CNN报道，按目前的接种速度，美国单日可接种剂量至少为300万剂。
欧盟委员会主席冯德莱恩23日表示，欧盟的疫苗供应和接种正在提速，到今年7月，有望为70%的成年人接种新冠疫苗。
为保障交付量，欧洲药品管理局已经批准将辉瑞皮尔斯基地的生产能力再提高20%。过去一周，欧盟疫苗接种速度明显加快，平均每天接种250万剂，目前已累计接种1.23亿剂，欧盟近四分之一的成年人已至少接种了一剂。
而在当地时间4月19日，据当地媒体报道，希腊国家药物组织主管官员与位于伯罗奔尼撒半岛西部的皮尔戈斯综合医院医生通电话，对一位女性患者既往病史和就医过程进行了解。目前，希腊有关部门正在调查该患者出现的脑部出血问题是否与此前接种阿斯利康疫苗有关。
