4月25日，有媒体报道称，中国人民银行数字货币研究所已经与蚂蚁集团签署技术战略合作协议。根据协议，双方将依托各自技术优势，开展数字人民币领域深度交流与合作，共同推动新技术在数字化升级中的落地，服务实体经济。
此外，据《每日经济新闻》近日报道，银行新一轮跑马圈地大战硝烟渐浓，这次是数字人民币钱包的竞逐。近日，每经记者注意到，在一国有大行办理业务取号时，排队号码单上显示“诚邀您开立个人ECNY账户”的提示。记者从该行内部人士处了解到，ECNY账户即数字人民币钱包：“在用身份证取号时，系统会自动识别，如果没有申请开立过个人数字人民币钱包，取号单上就会有这句提示，柜台也会有针对性地向这些客户营销。”
数字人民币从在北京、深圳、苏州、成都试点性地派发红包，到各大商业银行推广个人账户。这意味着，数字人民币开始面向公众推展。中国拥有移动支付的社会基础，数字人民币的推广也就有了可持续动能。
数字人民币走在前列
2019年10月，中共中央总书记习近平强调，区块链技术的集成应用在新的技术革新和产业变革中起着重要作用。我们要把区块链作为核心技术自主创新的重要突破口，明确主攻方向，加大投入力度，着力攻克一批关键核心技术，加快推动区块链技术和产业创新发展。
此后，区块链概念股也在资本市场上掀起一阵热潮，同时也为中国推出数字人民币提供了助力。数字人民币维持了区块链分布式记账的数据库特点和加密货币特征，也巧妙地解决了“去中心化”的特点，使得数字人民币在不脱离监管的前提下保持着数字加密货币的优点。
从全球范围看，数字人民币也走在前列。没有哪个国家的主权货币，通过政策主导和试点逐级推进的方式进行推广。虽然央行多次指出，中国数字币何时正式推出并无时间表，但是数字人民币在红包试点和个人账户开设中，已经进入了有序实践轨道。除了个人账户的推广，各商业银行也正在积极推进对公钱包的开设工作。从个别场景的使用到对私对公账户的设立，商业银行开始逐渐步入“双层运营体系”。
一方面，央行将数字人民币兑换给商业银行等运营机构，由这些机构交付百分百的准备金，即数字币和传统纸币按照1：1兑换。这就确保数字人民币和法定纸币具有相同的法定货币内涵。另一方面，这种“双层运营体系”既可推进数字人民币的广泛运用，提升市场和公众对数字人民币的法定货币认知，不会对实体经济带来负面影响，也不会影响金融体系的稳定。
从个别城市的数字人民币红包发放，到商业银行开始推展个人账户和对优质客户进行开始公户的营销，已经彰显数字人民币发生的局部“质变”。数字人民币私户和公户的大批量开设，意味着数字人民币纳入了金融体系循环。
须加大数字人民币普及
数字人民币纳入金融体系内循环也是实现全球金融大循环的基础。人民币的国际化，也是数字人民币的国际化。人民币已是国际货币基金组织（IMF）特别提款权（SDR）的组成货币，数字人民币亦可借“入篮”加快全球漫游，在贸易货币、金融货币、储备货币各领域发挥作用。
数字人民币亦可在应用方面，拓展跨境支付功能。就笔者的体验而言，中国移动支付随着中国人游天下买天下，很多国家为中国游客专门定制了移动支付服务。同样，后疫情时代，随着全球疫情形势的好转，数字人民币亦可通过国人全球“漫游”将数字人民币跨境支付功能拓展到全球。对市场主体而言，则可通过广交会、进博会等和海外客商达成数字人民币跨境支付共识。
现实问题是，人们对数字人民币还缺乏基本认知，大多数人和企业不知数字人民币为何物，很多人甚至将数字人民币等同于支付宝和微信的移动支付。知之方能致远，因此金融机构和舆论场还须加大数字人民币的宣传和启蒙。
近来，包括比特币和其金融衍生品过山车式的行情，凸显野蛮生长的数字货币一旦成为资本贪婪的载体，也将陷入泡沫化的泥淖。从美国到欧盟再到印度，从发达经济体到新兴市场国家，纷纷表示要将数字货币纳入监管。
数字人民币作为官方推动的数字化法定货币，开始进入私户和公户的推广应用。这不仅凸显中国政府的高瞻远瞩，也意味着数字人民币步入和煦的春天。
