跨区域联动将进一步实现，使用场景将下沉

“目前数字人民币试点范围有序扩大，应用场景逐步丰富，应用模式持续创新，系统运行总体稳定，初步验证了数字人民币在理论政策、技术和业务上的可行性和可靠性。”央行宏观审慎管理局局长李斌日前在央行举行的2021年第一季度金融统计数据新闻发布会上表示。
往前追溯，2019年底数字人民币试点、测试相继在深圳、苏州、雄安、成都四地及北京冬奥会场启动，到2020年10月份增加了上海、海南、长沙、西安、青岛、大连等6个试点测试地区，由此初步形成“10+1”格局。
李斌介绍，数字人民币试点测试坚持稳妥、安全、可控原则，以受邀白名单用户小额交易为主，目前参与人数、参与笔数、净兑换的金额总体上还比较小。试点过程中各方面对数字人民币都有比较高的兴趣，试点地区用户的积极性比较高，试点场景现在覆盖了生活缴费、餐饮服务、交通出行、购物消费、政务服务等多个领域。
对于近几年的试点情况，中南财经政法大学数字经济研究院执行院长、教授盘和林给出的评价是“亮点纷呈”。他对《证券日报》记者表示，首先，数字人民币在试点过程中逐步普及，让人民群众更加了解，为未来普及打好基础。其次，数字人民币在试点过程中不断完善安全性，在正式推出之前尽量做到万无一失。
“近期最大的亮点是跨区域联动，一方面是区域联动，解构跨区域使用的问题；另一方面是企业联动，通过数字人民币试点来促进消费。”盘和林说。
据“苏州发布”微信公众号4月19日消息，今年，苏州将联动上海协同举办“五五购物节”，数字人民币消费成为活动的主要亮点之一。目前，6家数字人民币试点银行已与相关商家展开对接，将推出促消费优惠活动。此外，今年“五五购物节”期间，数字人民币使用范围将进一步扩大，参与试点的市民在苏州和上海任意一家开通数字人民币受理的商户，都能采用数字人民币支付。
值得一提的是，长三角生态绿色一体化发展示范区近日正式印发的《长三角生态绿色一体化发展示范区数字人民币试点工作方案》，提出了具有创新实践意义的10个跨区域场景，涉及跨区域公共交通、特色联动商圈、特色生态旅游、跨区域公共服务等多个领域。
盘和林认为，数字人民币跨区域联动是对其运行机制的进一步试点，未来将有更多地区跨区域进行支付联动，以了解和探索数字人民币在跨区域使用中存在的问题。这将进一步普及数字人民币，丰富支付场景，并进一步实现数字人民币使用场景的下沉，更多惠及中小城市。
对于市场普遍关心的数字人民币何时能正式落地，央行副行长李波近期在博鳌亚洲论坛2021年年会数字支付与数字货币分论坛上表示，数字人民币的正式推出尚无时间表。数字人民币在全国范围内正式推广之前，央行将做好三方面的事情：一是做好试点，扩大试点项目范围；二是进一步完善数字人民币基础设施，包括生态系统，进一步提升系统的安全性和可靠性；三是建立相关的法律和监管框架以监管数字人民币的使用。
李斌表示，试点地区目前总体上仍然处于试点测试阶段，什么时候正式推出现在还没有时间表。“下一阶段将根据试点参与各方的反馈，不断完善和优化数字人民币技术、业务和政策方案，深入探索数字人民币应用模式，强化数字人民币通用性和普惠性，完善产品功能和应用性，提升系统的安全性、稳定性。”
