佛罗里达州共和党参议员斯科特（Rick Scott）曾于今年3月致信美联储主席鲍威尔。斯科特在信中表达了对通胀上升的担忧，他警告说，美联储的低利率和债券购买计划将迫使价格上涨，从而伤害美国家庭和企业。
鲍威尔在4月8日给出了回信，信函的具体内容由斯科特办公室于当地时间4月20日对外公布。
据路透，鲍威尔在信中表示，联储现在的目标是将通胀适度提高到2%以上，但不会允许通胀“过分超标”。
他解释称，通胀过低会对美国家庭和商业造成损害，也限制了美联储采取宽松政策对抗经济冲击的能力。他说美联储不寻求大幅超过2%的通货膨胀，也不寻求长期超过2%的通货膨胀。
对于斯科特的担忧，鲍威尔称，今年通胀率将小幅上升，这在一定程度上反映了经济走强带来的暂时性因素，美联储预计不会出现高通胀，但如果出现上世纪70年代那种压力，“我们有工具来应对”。
鲍威尔还试图减轻斯科特在信中表达的另一个担忧，即美联储购买债券将导致“史无前例的赤字支出和国会借款”。鲍威尔称，美联储购买债券的速度“与财政赤字的规模无关”，债券购买旨在保持宽松的金融状况和市场运作。
对于美国经济，鲍威尔写道，美国经济复苏似乎正在加强，但失业率低估了就业缺口，劳动力市场参与度低于疫情前的水平。新冠肺炎病例的增长是导致担忧的原因，疫苗为今年晚些时候回归更正常的状态提供希望。
鲍威尔强调，美联储会尽全力完成两个目标：就业最大化和稳定物价。
不过，鲍威尔的回信没能消除参议员斯科特的担忧。斯科特办公室在一封电子邮件中告诉路透社：
“数据很清楚，通货膨胀率正在上升，鲍威尔主席却仍然无视这一日益严重的问题。参议员斯科特仍然担心通货膨胀会对低收入和固定收入的美国家庭产生影响。他呼吁鲍威尔主席应对这一威胁，制定一项明确的计划，以应对不断上升的通货膨胀并保护美国家庭。”
