福克斯商业新闻援引知情人士报道称，温和派美国参议院共和党人正在起草一份规模缩减的基建计划提案，这是他们寻求与拜登就范围更窄的一揽子计划达成协议的开端。
据知情人士透露，这份提案的规模约为6500亿美元，只相当于拜登提出的美国就业计划规模的三分之一。共和党参议员们预计将在“5月休会期间”公布这一提案。
此前有一位共和党人表示，6000亿至8000亿美元规模的基础设施计划可能会获得两党支持。
参议院民主党领袖舒默（Chuck Schumer）周三表示，他计划从300亿美元的水资源法案入手，试探共和党在拜登基建方案上与民主党展开合作的意愿。
舒默在讲话中称，“水利基建法案规模较小，但却是整体方案中的一个重要部分。”他还称该计划已经获得参议院环境保护和公共工程委员会的两党成员一致支持。他说：
“该计划将拨款数百亿美元，确保美国家庭，尤其是低收入家庭，能够获得安全清洁的饮用水。”
另外，拜登的关键盟友、特拉华州民主党参议员Chris Coons表示，他正在与共和党议员商谈将白宫2.25万亿美元基建投资方案拆分的可能性，试图让国会先通过一个能得到两党议员认可的法案。Coons称：
“最终可能达成的得到两党认可的法案规模或在8000亿至1万亿美元之间，其中包括公路、桥梁、机场、水利工程和农村宽带等项目，如果有一条途径能让我们和共和党共同推出一个强劲的一揽子方案，我会支持并推动拜登政府把现有的草案分割为两个法案”。
白宫新闻秘书珍·普萨基也表示，基建计划可能会以较小的规模获得通过，国会将制定出下一步的方案。
本周白宫就基建法案问题数次召集两党议员开会。以上会谈是两党寻求弥合分歧的最新信号。
市场对美国更大规模的政府支出是否可行已经产生了怀疑。关键原因是：这么大规模的支出，钱从哪里来？其余争议的焦点包括：基建计划的钱具体投向哪里，城市和乡村如何分配，私营部门和政府部门各自承担多少、扮演怎样的角色，监管如何制定，以及红州和蓝州各自的态度。
Capital Alpha Partners分析师Byron Callan在研报中指出，拜登提出的基础设施支出法案“要在2021年获批并非易事”，它在国会得到两党广泛支持的想法毫无根据。Callan认为，唯一值得乐观的原因是民主党在众议院和参议院的微弱优势。
