周四(18 日) 陆媒报导指出历时三年筹备的中国碳排放权交易市场将在6 月底前正式上线。而与一般的交易市场不同，中国碳排放交易程序分两地进行，碳交易中心位于上海，碳配额登记系统则设在湖北武汉。
在上海组建的全中国碳市场交易中心，由上海联合产权交易所领头，其子公司上海环境能源交易所（上海环交所）作为技术支持参与交易系统的承建。
另一方面位于湖北的全中国碳交易注册登记系统（中碳登）目前正在为第一批2225 家企业办理开户手续。这些企业均为发电产业的重点排放单位。
知情人士称，中国碳市场第一个履约周期将以电力企业为主，符合排放门槛标准的电力企业都会纳入，包括电力企业和一部分其他行业的自备电厂。未来将逐步扩大碳交易市场涵盖范围，钢铁、水泥、化工、电解铝、造纸等产业都将加速纳入。
碳权交易推出后，中国电动车厂有机会借此进行交易并增加获利。依照国际经验，建立碳权交易市场最早的欧盟，在今年开始执行95 克二氧化碳/ 公里的乘用车排放标准，如果车厂达不到要求，超标1 克就会被处于车厂实际销售量乘以95欧元的罚款。
Stellantis 集团旗下的FCA 在电话会议上表示，去年该公司光在欧盟就花了3 亿欧元用于购买环保积分，大部份是向特斯拉购买。
据了解特斯拉在2020 年透过出售碳权已取得约15.8 亿美元的收入，不仅远高于之前两年的4.19 亿美元和5.93 亿美元，也超过该公司7.21 亿美元的纯益。
业内指出一旦中国车厂被纳入到碳权交易当中，则可以视为碳交易对纯电动车车厂的一项支持，因为其碳排放本身不高，可以通过减少空污排放量所节省的配额出售给电力、石化业赚取额外利润。
