美国国会通过1.9兆美元刺激计画后，拜登政府和民主党人将冲刺下一个优先施政项目：基础建设计画。拜登竞选时提出斥资2兆美元投资基础建设和干净能源，两党虽然认同基建重要性，但资金从何而来将引发角力，加上民主党内部也有杂音，要通过没那么简单。
美国总统拜登近日会晤两党议员、工会代表及政府官员，讨论基础建设计画的轮廓。国会民主党人预期，拜登最快将在颁布刺激法案后，立刻推动基建计画。
目前尚不清楚基建法案可能涵盖的内容，但拜登竞选时承诺推动2兆美元计画，实现2035年以前实现「零碳发电」，并创造数百万个满足15美元最低时薪条件的工作机会。
美国土木工程师学会(ASCE)上周发布报告，对美国基础设施给予「C-」评分，并表示未来10年美国必须斥资2.8兆美元，更新公路和铁路，凸显美国政府升级基建的重要性。
民主党内也有杂音
两党都认同改善基础建设的必要性，但对具体内容以及资金来源看法不同。隶属民主党的众议院运输和基建委员会主席Peter DeFazio说，国会可以透过透过预算调解程序(reconciliation)通过基础建设案，亦即比照1.9兆美元财政刺激在没有共和党议员支持下，于参议院表决闯关的做法。
国会通过法案需要至少60 票支持，目前两党在参院各掌握50 席，但透过调解程序以及副总统贺锦丽的决胜票，法案得以在参院过关。
但民主党进步派和温和派对基建计画的看法也有出入。例如民主党参议员Joe Manchin虽然主张基建计画规模应该多达4兆美元，但他表示，在缺乏共和党支持的情况下，不会支持任何基建立法。
Raymond James 分析师Ed Mill 说：「具体内容付之阙如，反映未来几个月将面临的潜在问题。」
