为稳定原油市场，欧佩克与非欧佩克产油国（下称“欧佩克+”）6月6日以视频方式召开部长级会议，各方同意将此前达成的历史性减产协议延长至7月底；同时，此前未能完全履行减产计划的产油国，将在7月至9月进行额外的减产以弥补差额。业内认为，这为原油市场释放了积极信号，油价将会获得进一步支撑。
沙特能源大臣阿卜杜勒-阿齐兹在会议上表示，尽管仍存在很多不确定因素，但产油国的集体努力“已经取得了积极成果”。随着主要消费国原油需求在疫情之后逐渐恢复，产油国需要在集体框架内践行政策承诺，投资者才能恢复对全球石油市场的信心。
此后沙特表示，将从6月起在协议规定的减产份额基础上，每天“自愿”额外减产原油100万桶。随后，阿联酋、科威特等中东国家也纷纷宣布实行额外减产。
对外经贸大学国际经贸学院教授董秀成认为，“欧佩克+”之所以决定延长减产协议至7月底，是因为他们全球复工复产步伐不及此前预期，为稳定油价，他们做出进一步减产的决定。至于后续是否继续延长减产协议日期，仍需继续观察经济复苏程度。
库存危机并未完全解除
近期公布的数项经济数据显示，包括亚洲和欧美地区主要经济体商业活动正在逐步复苏，经济下行压力有所缓解，这也推升了市场对能源的需求。
美国原油库存增速明显放缓，但压力依然不减。美国能源信息署EIA数据显示，5月末美国商业原油库存已经上升至2017年3月以来新高，这还是在美国战略储备库存分流的情况下。目前美国公路交通恢复较快，很大程度上推动了汽油的消费增长，相对而言，精炼油库存持续增长可能成为未来一大隐患。
航空业低迷对航空燃料造成严重冲击。据国际能源机构IEA预测，今年全球燃料消耗量将下降210万桶/日，降幅为26%。数据显示，5月中旬美国的航空燃料需求仅为去年同期的三分之一。
国际航空运输协会IATA指出，经济复苏初期，国内旅游将成为旅游业的主推路线，直到2023年以前，国际旅行可能仍然无法恢复到疫情爆发以前那时的状况，明年国际旅行需求可能会下降24％，低于2019年。达美航空首席执行官巴斯蒂安(Ed Bastian)预计两年内航空业将萎缩25%。
受此影响，喷气燃料成为各燃料行业中受打击最严重的一个行业，炼油利润率大幅走低，炼厂被迫大幅削减产量。在美国，大西洋海岸的航空燃料产量出现了20年来的首次下降，炼厂还将喷气燃料再加工成石脑油等利润率较高的产品。
展望未来，全球航空燃料需求预计将继续低位运行。高盛表示，航空业无法保证恢复到病毒大流行前的水平。随着视频会议的普及，它有可能永久性地影响商务旅行。
油价上涨空间或有限
近期原油需求方面的乐观情绪来自于遏制措施的放松和经济活动的恢复速度快于预期。IEA在5月市场月报中指出，到2020年，世界石油消费量将平均为9123万桶/日，比去年下降860万桶/日，但较此前预估上调了69万桶/日。
受到疫情影响，全球能源需求正走上一条渐进但脆弱的复苏之路，世界主要产油国正在减产，这为市场恢复平衡提供缓冲期，但未来仍存在很大程度的不确定性。一方面是疫情第二轮爆发的风险，另一方面是欧佩克减产计划是否会因为油价回升出现变动。
鉴于需求回暖和产出下降，预计下半年全球原油库存增长将逐步停止，但不会回到一季度末疫情爆发初期的低水平。未来相对高企的库存水平和压力将限制油价向上拓展的空间，预计WTI原油高点在40美元/桶，布伦特原油则不会突破45美元/桶。
美国银行认为，7月WTI原油会触及本轮上涨行情的高点，“反弹的速度比预期的要快一些，美国原油价格的任何进一步回升都不太可能持续下去。油价上涨可能会导致减产规模降低，此外随着夏季燃料需求达到峰值，产量或将回升，这可能会从7月中起开始推低近月原油合约价格。”报告称。
